Position Summary 

BLN24 is seeking one full-time Senior Oracle Infrastructure and Cloud Engineer to support the U.S. Department of Education Office of Inspector General’s Oracle enterprise environment. Working under the direction of the Project Manager or Technical Lead, the engineer will provide hands-on administration, modernization, cloud migration, security, automation, documentation, and operational support across the Department’s Oracle infrastructure. 

The position requires broad technical expertise across Oracle databases, middleware, cloud, analytics, identity management, and automation technologies. The engineer will execute assigned technical activities, advise the Project Manager and Technical Lead on system risks and recommended actions, and coordinate closely with Department of Education OIG technical personnel. 

Primary Responsibilities 

  • Provide day-to-day technical support for the operation, maintenance, modernization, and migration of the OIG Data Analytical System and associated Oracle infrastructure.  

  • Execute technical activities in accordance with priorities, schedules, and direction established by the Project Manager or Technical Lead.  

  • Administer Oracle Database, Real Application Clusters, Grid Infrastructure, Oracle Database Appliance, Oracle Linux, Oracle Enterprise Manager, and Oracle Automatic Storage Management.  

  • Maintain and support Oracle Fusion Middleware components, including WebLogic Server, Oracle HTTP Server, Oracle Access Manager, Oracle Internet Directory, Oracle Business Intelligence Enterprise Edition, and BI Publisher.  

  • Implement upgrades, configuration changes, monthly Critical Patch Updates, urgent hotfixes, and security patches across Oracle database, middleware, operating system, and related enterprise platforms.  

  • Tune and optimize database, application, reporting, storage, and middleware performance following upgrades, patching, and configuration changes.  

  • Support the planning and execution of migrations from on-premises databases, applications, reports, and analytics workloads to Oracle Cloud Infrastructure.  

  • Provision, configure, monitor, and maintain Oracle Autonomous Database environments, including serverless and dedicated deployments.  

  • Support migration of Oracle Business Intelligence Enterprise Edition workloads to Oracle Analytics Cloud while preserving data models, reporting functionality, security controls, and performance.  

  • Use Oracle migration technologies such as Zero Downtime Migration, Data Pump, and GoldenGate to support secure and controlled cloud migrations.  

  • Maintain connectivity and integration between on-premises systems and Oracle Cloud Infrastructure services.  

  • Support migration of storage and database infrastructure to Oracle Database Appliance, including configuration and optimization of Oracle Automatic Storage Management.  

  • Administer Oracle identity and access management technologies and support integration of PIV-based authentication and two-factor authentication across Oracle and non-Oracle applications.  

  • Support integration of OIG systems with the Department of Education’s identity, credential, and access management environment.  

  • Plan, test, and implement CIS Benchmarks for Oracle Linux servers, databases, middleware, and application components.  

  • Analyze weekly and monthly security scan results and implement approved corrective actions to remediate vulnerabilities.  

  • Develop and maintain automation scripts using SQL, WLST, Shell, Bash, Python, Perl, and PHP.  

  • Automate recurring database, middleware, ETL, data-refresh, monitoring, administrative, and cloud-orchestration processes.  

  • Create and maintain automated end-to-end ETL and data-refresh processes for production, development, and quality assurance environments.  

  • Configure scheduled, recurring, and non-business-hour data loads and refreshes for Oracle data warehouse models and analytics applications.  

  • Implement reconciliation procedures, scripts, and validation controls to verify the completeness and accuracy of data loads.  

  • Configure system monitoring, alerting, performance measurement, and usage reporting through Oracle Enterprise Manager, Oracle Cloud Control, and OCI observability tools.  

  • Generate technical reports addressing database performance, application activity, user usage, incidents, vulnerabilities, patch status, capacity, and compliance.  

  • Support backup, restoration, disaster recovery, business continuity, and service-restoration activities for Oracle platforms.  

  • Identify technical risks, dependencies, performance concerns, and security issues and promptly communicate them to the Project Manager or Technical Lead.  

  • Provide technical recommendations and estimated impacts to support planning and decision-making.  

  • Develop detailed technical documentation, including architecture diagrams, configuration guides, installation procedures, maintenance procedures, standard operating procedures, commented scripts, and screenshots.  

  • Conduct knowledge-transfer sessions for Department of Education OIG technical personnel.  

  • Participate in technical meetings, planning sessions, status reviews, transition activities, and maintenance planning.  

  • Provide status information on completed work, planned activities, hours, risks, issues, dependencies, and anticipated delays.  

  • Support transition-in activities, including infrastructure inventory, review of current configurations, and shadowing of incumbent processes.  

  • Support transition-out activities by organizing and transferring technical documentation, scripts, architecture materials, and operational procedures.  

Minimum Qualifications 

  • U.S. citizenship.  

  • Active Oracle Certified Professional certification.  

  • Minimum of 10 years of progressively responsible experience administering enterprise Oracle infrastructure, databases, and middleware.  

  • Demonstrated hands-on experience supporting Oracle Database and Real Application Clusters in complex enterprise environments.  

  • Experience administering Oracle Grid Infrastructure, Oracle Automatic Storage Management, Oracle Database Appliance, and Oracle Linux.  

  • Experience administering Oracle WebLogic Server, Oracle HTTP Server, Oracle Access Manager, Oracle Internet Directory, Oracle Enterprise Manager, and related Fusion Middleware technologies.  

  • Experience supporting Oracle Cloud Infrastructure migrations.  

  • Experience supporting hybrid environments that integrate on-premises Oracle platforms with OCI services.  

  • Experience administering Oracle Autonomous Database and Oracle Analytics Cloud.  

  • Experience migrating or modernizing Oracle Business Intelligence Enterprise Edition and BI Publisher environments.  

  • Experience applying Oracle Critical Patch Updates, emergency hotfixes, version upgrades, and security patches.  

  • Experience with database and middleware performance tuning, monitoring, backup, recovery, and disaster recovery.  

  • Experience supporting enterprise identity and access management, PIV authentication, two-factor authentication, or identity federation.  

  • Experience analyzing vulnerability scan results and implementing security-hardening controls.  

  • Experience developing automation using SQL, WLST, Shell, Bash, Python, Perl, or PHP.  

  • Experience developing, maintaining, or supporting automated ETL and data-refresh processes.  

  • Ability to follow established technical direction while independently executing complex assignments.  

  • Ability to identify and escalate technical risks, issues, and dependencies.  

  • Ability to produce clear, complete, and current technical documentation.  

  • Ability to communicate technical information effectively to technical staff, project leadership, and Government stakeholders.  

  • Ability to obtain and maintain a Tier 4 High Risk Public Trust determination and satisfy Department of Education personnel-security requirements.  

Preferred Qualifications 

  • Oracle Certified Master certification.  

  • Oracle Cloud Infrastructure Architect certification.  

  • Experience using Oracle Zero Downtime Migration, GoldenGate, and Data Pump.  

  • Experience implementing CIS Benchmarks for Oracle Linux, databases, middleware, or applications.  

  • Experience supporting Microsoft SQL Server within an Oracle-centered enterprise environment.  

  • Experience supporting federal Government systems, controlled unclassified information, or high-risk public-trust environments.  

  • Experience integrating Oracle platforms with federal PIV, HSPD-12, or enterprise identity-management solutions.  

  • Experience supporting Inspector General, audit, investigation, analytics, or data-warehouse environments.  

Work Location and Schedule 

  • Full-time position.  

  • Work performed primarily onsite at the U.S. Department of Education Office of Inspector General headquarters in Washington, DC.  

  • The employee must be available to support daily operations, scheduled maintenance, planned migrations, emergency patching, and other after-hours activities when required.
