JOB SUMMARY
This pivotal role will lead the strategic transformation and optimization of workforce operations across enGen, encompassing both internal resources and external vendors. The Senior Director will be a key driver in establishing robust frameworks for tracking hours, managing financial allocations, and ensuring highly efficient resource deployment. This individual will possess a deep understanding of transformational initiatives, serving as a change expert who can intelligently engage with vendors, internal stakeholders, and senior leadership to align business operations with strategic objectives and deliver significant value. This leadership role is responsible for influencing, shaping, and executing high-impact strategies and initiatives delivering significant enterprise-level value. The Senior Director level demands a high degree of strategic leadership, independent decision-making, and accountability for fostering innovation and delivering sustained business results.
ESSENTIAL RESPONSIBILITIES
Perform management responsibilities to include, but are not limited to: involved in hiring and termination decisions, coaching and development, rewards and recognition, performance management and staff productivity. Plan, organize, staff, direct and control the day-to-day operations of the department; develop and implement policies and programs as necessary; may have budgetary responsibility and authority.
Partner closely with the Business Operations function in Finance to establish and monitor key financial metrics, cost-benefit analyses, and ROI for workforce investments and vendor engagements, driving the financial planning and forecasting for all workforce-related expenditures, and ensuring optimal allocation of a budget exceeding $150M in project oversight.

Provide expert strategic leadership and influence, navigating complex organizational challenges to develop and implement innovative solutions that contribute to business results across Highmark Health, beyond a single team or business unit.
Develop and implement a comprehensive strategy for tracking all workforce hours and financial allocations across enGen's internal teams and vendor network, ensuring accuracy, transparency, and compliance.
Lead end-to-end transformation initiatives for workforce operations, identifying opportunities for process improvement, automation, and efficiency gains in resource planning and deployment.
Negotiate and manage vendor contracts related to workforce supply, ensuring alignment with budgetary constraints and performance objectives.

EXPERIENCE
Required
10 years of Management or leadership role
10 years of experience in two or more significant business or operational functions
10 years of experience with operations service monitoring technology for workforce planning capabilities
7 years of determining performance metrics, performance monitoring reports, remediation plans and related management controls
Preferred
5 years of experience working or supporting a large financial segment
SKILLS
Proven experience leading large-scale business operations transformations, including process re-engineering, technology adoption, and organizational change.
Extensive background in workforce planning, capacity management, resource allocation, and operational efficiency, with a strong emphasis on financial stewardship and cost optimization.
Demonstrated ability to act as a change expert, effectively communicating, influencing, and driving adoption of new processes and systems across diverse stakeholder groups.
Strong understanding of financial modeling, budget management, and cost control related to workforce and project allocations, with experience in managing substantial financial oversight.
Exceptional ability to engage, negotiate, and collaborate effectively with external vendors and diverse internal stakeholders (including senior leadership, finance, and operational teams) to achieve integrated and harmonized outcomes.
Proficiency in leveraging key metrics and advanced analytics to inform strategic workforce decisions, identify trends, predict future needs, and measure the impact of transformational initiatives.
Ability to translate high-level strategic goals into actionable operational plans and oversee their successful execution, ensuring alignment with broader organizational objectives.
Superior verbal and written communication skills, with the ability to present complex information clearly and concisely to various audiences, including executive leadership.
Experience overseeing and integrating multiple complex projects, ensuring all pieces come together for a unified and effective outcome.

Bachelor’s degree in Finance or Business Operations or relevant experience and/or education as determined by the company in lieu of bachelor's degree.

Pay Range Minimum:
$145,300.00Pay Range Maximum:
$310,400.00Base pay is determined by a variety of factors including a candidate’s qualifications, experience, and expected contributions, as well as internal peer equity, market, and business considerations. The displayed salary range does not reflect any geographic differential Highmark may apply for certain locations based upon comparative markets.
