POSITION OVERVIEW:
We are seeking a Senior Contracts Specialist to support the Federal Transit Administration (FTA) Office of Acquisition Management. This role provides high-level cradle-to-grave acquisition and contract management support across complex service and commercial procurement requirements. The ideal candidate brings extensive subject matter expertise in Federal Acquisition Regulation (FAR) standards, enterprise systems (ESC PRISM), and strategic procurement methodologies.
KEY RESPONSIBILITIES & DELIVERABLES:
- Cradle-to-Grave Procurement Management: Partner with Contracting Officers (COs) and Contracting Officer’s Representatives (CORs) from acquisition planning through solicitation, evaluation, award, post-award administration, and contract closeout.
- Acquisition Strategy & Compliance: Advise government leads on optimal acquisition methods across simplified acquisitions, small and large dollar requirements, IDIQs, BPAs, task/call orders, and Inter/Intra-Agency Agreements (IAAs).
- Regulatory Expertise: Apply expert-level working knowledge of FAR Parts 5, 12, 13, 14, 15, 16, 37, 43, and GSAR Subpart 538.71 (Federal Supply Schedules).
- Contract Writing & Quality Assurance: Draft, review, proofread, and input contractual documentation directly into FTA’s contract writing system (Enterprise Service Center / ESC PRISM).
- Contract Administration & Reporting: Perform post-award tracking of performance and invoices, draft contract modifications, verify federal data reporting, and maintain tracking spreadsheets.
Requirements
QUALIFICATIONS & COMPETENCIES:
- Education & Experience: Bachelor’s degree (BA/BS) or higher with a minimum of 8 years of direct federal contracting/acquisition experience.
- Certifications: Knowledge and experience equivalent to FAC-C Level III (or DAWIA Level III) training and experience.
- Contract Types: Demonstrated mastery in Firm-Fixed Price (FFP), Fixed Price with Economic Adjustment, Labor Hour (LH), and Time & Materials (T&M); experience with Cost-Reimbursable contracts is a strong plus.
- Technical & Software Skills: Proficiency with ESC PRISM (or equivalent federal contract writing systems), MS Office Suite (Word, Excel), Google Workspace (Docs, Sheets, Drive), and online research tools.
- Communication: Exceptional oral and written communication skills to articulate strategic recommendations to government executives.
