Nakupuna Companies is seeking a Senior Business/Functional Analyst to join our team of talented consultants providing Contractor Support Services (CSS) to the Naval Supply Systems Command (NAVSUP) Business Systems Center (BSC). Support under this contract includes technical services supporting application development efforts to modernize NAVSUP supply and logistics applications and manage associated technical debt. The Senior Business/Functional Analyst will provide functional and business analysis expertise throughout the software development lifecycle and work closely with Government and contractor team members in an Agile delivery environment.

Responsibilities

The following reflects management's definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons:

  • Provide functional knowledge and subject matter expertise for assigned applications and perform assigned application support activities.
  • Elicit, analyze, document, validate, and maintain business and functional requirements obtained from customers, users, and other stakeholders.
  • Create, update, and maintain work items in the Enterprise Platform, currently AzDO, ensuring activities and supporting information are accurately documented and kept current within five business days.
  • Work with the Government PO/PM to decompose requirements and stories into work that can reasonably be completed within a sprint, generally within 10–15 business days and assist in defining Acceptance Criteria and the sprint Definition of Done.
  • Identify and document the tasks required to successfully complete Product Backlog Items (PBIs) in AzDO.
  • Develop PBI estimates and project roadmaps in support of project requirements, priorities, and schedules.
  • Establish and maintain traceability and dependencies between requirements, including Epics, Features, PBIs, Stories, Tasks, and associated systems, within AzDO.
  • Work closely with the Government to continually maintain the Product Backlog in alignment with the Agile cadence, ensuring necessary Release and Sprint Backlog items are defined with Acceptance Criteria and available for Government prioritization before the start of each release and sprint.
  • Support development priorities in accordance with the Program Backlog.
  • Adhere to Scrum best practices and participate in recommended Scrum Events and Artifacts in accordance with the 2020 Scrum Guide, Agile Kanban practices, or other Agile or Scrum practices approved by the Government PO.
  • Effectively facilitate and participate in Scrum and Agile events and practices.
  • Support the full range of System/Software Development Lifecycle activities, including requirements, analysis, design, development, testing, security, and deployment.
  • Coordinate analysis, design, development, testing, and deployment activities necessary to complete assigned stories in accordance with Acceptance Criteria and the Definition of Done.
  • Propose Minimum Viable Product (MVP) solutions that provide an initial capability to end users while enabling user feedback to influence future development sprints.
  • Develop documentation in accordance with Agile Scrum best practices and the NAVSUP BSC Service Delivery Model.
  • Identify, define, or modify interfaces with other systems and applications and ensure agreements with interfacing systems/applications are formally documented.
  • Analyze system requirements and translate functional designs into detailed logic sufficient to support coding of assigned software systems, modules, and components.
  • Review individual modules and overall system designs for validity, including validation of record input, data elements, and output reports.
  • Perform required testing based on established Acceptance Criteria and Definition of Done to verify software and system quality and functionality.
  • Prepare release packages for Government approval.
  • Provide pre-implementation training resources to customers and users.
  • Support the resolution of Production Outages.
  • Work with the Government PO/PM and SM to define and deliver metrics supporting project objectives. Metrics may include release burnup, sprint burndown, planned versus accepted PBI estimates, escaped defects, velocity, and other evolving measures, with a maximum of 10 metrics per team.
  • Provide comprehensive application Transfer of Knowledge to NAVSUP BSC application team personnel through concise, shop-usable lesson plans and other appropriate knowledge-transfer activities.
  • Actively provide daily mentoring to Government team members while performing assigned activities to increase Government personnel knowledge and familiarity with analyst tasks and support independent performance of similar future activities.
  • Support documentation of mentoring and knowledge-transfer activities for inclusion in monthly progress reports.
Qualifications

The ideal candidate will possess strong business and functional analysis capabilities and have experience operating as part of an Agile application development team. Specifically, the candidate should possess the following knowledge, skills, and abilities:

  • Demonstrated ability to elicit, document, analyze, and validate business and functional requirements.
  • Knowledge and practical experience with Agile concepts, principles, practices, and team-based delivery.
  • Proficiency with data analysis tools and techniques, including SQL and Microsoft Excel.
  • Strong analytical skills and the ability to analyze data and derive meaningful insights.
  • Ability to identify, analyze, and assist in resolving complex business and functional problems.
  • Excellent verbal and written communication skills, with the ability to communicate effectively with customers, users, technical personnel, Government stakeholders, and team members at varying organizational levels.
  • Strong attention to detail and a commitment to accuracy and completeness in requirements, work items, and supporting documentation.
  • Ability to adapt to changing business needs, priorities, requirements, and Agile delivery schedules.
  • Ability to establish effective working relationships and collaborate successfully within cross-functional Government and contractor teams.
  • Knowledge of business processes, applicable industry trends, and business analysis best practices.
  • Ability to think strategically and align proposed business and functional solutions with organizational and program goals.
  • Prior DoN or DoW information technology experience is a plus.
  • Must be a U.S. citizen.
  • Must be able to successfully complete the background investigation required for a Public Trust position.

Experience: Minimum of three (3) years of experience with Agile concepts and principles and experience participating as a member of Agile teams. Minimum of five (5) years of experience eliciting, documenting, and validating business requirements.


Education: Minimum of two (2) years of college/work experience, in accordance with contract requirements


Location: Remote position. Minimal travel may be required at the client's request.


Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $115,000 to $130,000 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies' total compensation package for employees.
