Job Description:
In this position as a Proposal Manager, you will manage the full lifecycle of federal government proposals, from pre-RFP planning through final submission, ensuring 100% compliance, on-time delivery, and high-quality proposal outputs. You will serve as the central coordinator across Business Development, Capture, technical teams, pricing, contracts, and partners to execute a disciplined, repeatable proposal management cadence. In this position, you will also:
- Own proposal execution to ensure all submissions are fully compliant with solicitation requirements, evaluation criteria, and deadlines.
- Establish and maintain standardized proposal management processes, schedules, and communication rhythms across stakeholders.
- Lead proposal kickoffs, daily stand-ups, storyboarding sessions, and formal color team reviews (Pink, Red, Gold).
- Drive proposal quality by ensuring all color reviews are completed and feedback is incorporated prior to submission.
- Support Business Development and Capture Managers by aligning proposal content with capture strategies, win themes, and discriminators.
- Contribute to improved proposal throughput, higher proposal quality, and increased win rates across the organization.
Required Skills:
- Bachelor’s degree in Accounting, Finance, Business, or a related field.
- 4+ years of experience managing federal government proposals within the GovCon industry.
- 2+ years of experience leading compliant, on-time proposal submissions for IDIQs, task orders, BPAs, and/or single-award contracts.
- 2+ years of experience working with federal procurement regulations, including FAR, DFARS, and agency-specific proposal instructions.
- 2+ years of experience developing and maintaining proposal schedules, compliance matrices, outlines, and content plans.
Desired Skills:
- Ability to manage multiple proposals simultaneously under tight deadlines in a fast-paced, deadline-driven environment.
- Strong writing, editing, and review skills, with the ability to translate complex technical solutions into clear, compelling narratives.
- Experience supporting proposals in a mid-sized GovCon environment serving DoD and/or civilian agencies; familiarity with Shipley or similar proposal methodologies.
- Proficiency with Microsoft Word, Excel, PowerPoint, Visio, Adobe Acrobat, and collaboration tools such as SharePoint and Microsoft Teams; exposure to proposal automation and content management tools.
- Strong organizational, communication, and stakeholder management skills; APMP Foundation or Practitioner certification preferred.
At Blake Willson Group, we believe in transparency and fairness in compensation practices. For this position, we offer a competitive salary range of $80,000 to $130,000 in the United States. Your individual salary within this range will be determined by various factors, including but not limited to your education, experience, skills, and geographic location.
