INTECON, LLC is seeking a highly motivated and experienced Acquisition Project Manager to support the DHS Office of Program Accountability and Risk Management (PARM). The Analyst will review and assess acquisition programs, prepare reports and recommendations for senior leadership, and track actions to ensure compliance with DHS directives. This role provides critical analytical and program management support to improve acquisition governance, reduce risk, and strengthen decision-making across DHS programs.

Roles and Responsibilities:

  • Review and analyze DHS major and non-major acquisition programs in alignment with DHS directives, instruction, and best practices for managing scope, cost, schedule, and risk.
  • Support development of memoranda and other written products documenting decisions of Government oversight officials and required program actions.
  • Conduct research and review of directives, instructions, regulations, Congressional activity, GAO/OMB guidance, and program/business operations data to identify gaps, risks, or impacts.
  • Support preparation of reports, testimony, white papers, briefing materials, memoranda, and related products for Congress, external agencies, and DHS executives.
  • Provide project/program management support, including methods to plan, execute, monitor, and report status of program activities.
  • Develop and maintain spreadsheets, tables, charts, and reports to support acquisition program governance operations.
  • Review, distribute, track, and consolidate responses to taskers, data calls, and audit requests, ensuring deadlines and quality standards are met.
  • Provide administrative, technical, and logistical support for meetings, reviews, working groups, and training, including agendas, handouts, and meeting notes.
  • Produce deliverables such as executive-level briefings and reports of findings, recommendations, and conclusions in formats including Word, PowerPoint, Excel, and PDF.

Qualifications:

Education: Bachelor’s degree in Business Administration or a related field.

Experience: Over 8 years of experience overseeing cost, schedule, and performance requirements of a major acquisition program or a project within a major acquisition program, including supervision of personnel.

Must Have Experience With:

  • Acquisition program/project management principles.
  • Reviewing program artifacts, briefings, and source data to prepare recommendations and reports.
  • Tracking and consolidating taskers, audit responses, and organizational initiatives.
  • Supporting development of executive-level written products and decision documentation.
  • Collaborating with Government stakeholders and vendors in acquisition program environments.
  • Project Management Professional (PMP) certification

Preferred Certifications and Training: 

Project Management Professional (PMP) certification

Proficiency In:

  • Microsoft Word, Excel, PowerPoint, Visio, and Teams.
  • Data visualization tools (e.g., Microsoft Power BI).
  • SharePoint and content management systems.

Security Clearance:

Must possess and maintain an active Public Trust clearance.
