Hunter Strategy seeks an experienced Scrum Specialist to support the DISA ATAT software development project. This role serves as the dedicated Scrum Master and agile process facilitator, ensuring disciplined execution of Scrum methodology across engineering, QA, and infrastructure teams. The Scrum Specialist will work closely with the Project Manager to maintain delivery excellence, uphold quality standards, and foster continuous improvement in an agile federal environment.
Core Responsibilities
Scrum Master Leadership
- Facilitate all Scrum ceremonies including daily standups, sprint planning, retrospectives, and sprint reviews
- Remove impediments that impact team velocity or deliverable quality
- Coach team members on agile principles and Scrum best practices
- Ensure strict adherence to Definition of Done criteria across all work products
- Monitor sprint metrics including velocity, commitment accuracy, and rollover rates
- Maintain maximum 10% sprint rollover rate through effective planning discipline
Sprint Execution Excellence
- Lead accurate sprint planning sessions ensuring realistic team commitments
- Investigate root causes when sprint issues arise before proposing solutions
- Enforce compliance with Definition of Done requirements:
- Code review completion
- Unit test coverage standards
- Integration testing validation
- Documentation updates
- Achieve 90% sprint commitment reliability (planned vs. delivered)
- Maintain sprint velocity consistency within 15% variance
Process Integrity and Quality Assurance
- Ensure zero unauthorized deviations from established processes
- Manage process deviation protocol when exceptions are necessary:
- Obtain prior Project Manager approval
- Document written justification and risk assessment
- Notify government stakeholders as applicable
- Create backlog remediation tickets
- Validate 100% adherence to Definition of Done before marking work complete
- Escalate quality concerns or process violations immediately to Project Manager
Schedule and Milestone Tracking
- Monitor task dependencies, resource allocation, and critical path activities
- Track high-level project milestones including development phases, testing cycles, and deployment windows
- Provide proactive alerts regarding schedule risks with recommended mitigation strategies
- Document clear rationales for all project decisions affecting deliverables, quality, or timelines
- Escalate uncertain situations to Project Manager rather than making assumptions
Reporting and Communication
- Gather inputs from engineering, QA, and infrastructure teams for monthly status reports
- Compile comprehensive reports including progress, resource utilization, risk assessment, and upcoming deliverables
- Submit reports to Project Manager 48 hours prior to client delivery deadlines
- Facilitate effective communication between cross-functional teams
- Maintain transparency regarding process deviations, quality issues, and risks
Stakeholder Communication Management
- Maintain professional, culturally sensitive communication with all stakeholders
- Exercise particular care in timing, tone, and content for government client communications
- Review all sensitive communications for potential impact before sending
- Escalate scope changes, resource allocation decisions, and deliverable adjustments to Project Manager
- Clearly communicate role boundaries to external stakeholders
Required Experience
- 3+ years as Scrum Master or agile coach in software development environments
- Federal government project experience strongly preferred
- Demonstrated expertise in agile metrics, sprint planning, and velocity management
- Experience with Definition of Done enforcement and quality standards
- Proven track record of maintaining high sprint commitment reliability
- Certified ScrumMaster (CSM) or Professional Scrum Master (PSM) certification required.
