IEM is looking for a highly qualified and experienced Full Time- Scoping and Xactimate Project Manager who has worked on private, federal, state or locally administered construction projects. The role of this position is to perform quality control reviews and amend the scopes of work for home repairs and reconstruction. This position plays a crucial role in the construction process from providing technical inspection and scoping expertise to providing professional knowledge and experience for items such as code compliance, quality control, and contractor interaction.

- Live within the United States including any US territory

Travel Requirements:
- The position may require occasional travel to client sites and other locations to conduct meetings, site visits, etc.
Essential Functions:
- Utilize Xactimate to perform scoping and change order analyses for disaster recovery construction projects.
- Prepare final scope reconciliations to align planned and completed work prior to file closeout or award.
- QC/Audit the work of the Inspection team prior to file submission to ensure compliance with program policies and requirements.
- Assist with construction documentation and permit reviews and uploading information into the system of record.
- Collaborate with Construction Manager and other program staff in a professional manner, with emphasis on technical assistance provision, productivity and team building.
- Monitor and track key scope metrics and reports to ensure accurate work product, flow and performance.
- Utilize and maintain all project scope and reconciliation resources and reporting tools based on current program policies, procedures, and status.
- Assist with the development and implementation of a training program for new team members.
- Provide guidance on issues such as lead-based paint, Energy Star, housing construction and mitigation after floods and severe storms.
- Contact municipalities to assist in resolving permitting, code compliance, other issues preventing construction progress.
- Provide technical assistance to various internal departments with scope, construction, and permitting questions/challenges.
Minimum Qualifications:
- Degree: Associate’s degree from an accredited university.
- Experience: A minimum of five (5) years of experience in utilizing Xactimate to estimate construction costs.
- Degree/Experience Substitution: An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered
- Demonstrated writing and drawing skills to review and/or complete scope reports and documentation.
- At least four (4) years of professional-level experience in construction project management and/or field inspections.
- Demonstrates proficiency in reading and interpreting plans, specifications, and shop drawings, and overseeing construction document controls and contract compliance.
- Strong organizational and administrative competencies inclusive of exceptional record keeping, scheduling and task tracking abilities, excellent communication skills and commitment to teamwork and excellence in responsibilities.
Preferred Qualifications:
- Knowledge of federally funded grant programs such as CDBG/CDBG-DR, FEMA HMGP, Treasury ARPA, and CARES Act grants.
- Bachelor's Degree or another advanced certificate.
- Demonstrated inspection and project management experience with home building projects to monitor a contractor's work for conformance to the design plans, specifications, and general permit requirements.
