Boeing’s Global Spectrum Management team is seeking a highly qualified Regulatory Engineer to support the development, coordination, and implementation of advocacy efforts related to the Company’s telecommunications and radio frequency spectrum policy interests. This position requires an understanding of satellite, aviation, defense, and telecommunications technologies, as well as expertise in US and international radio regulations, government affairs, and regulatory processes. 

The successful candidate will be responsible for developing and executing advocacy strategies, establishing and maintaining relationships with spectrum regulatory and policy representatives at both the U.S. national and international levels, and collaborating with industry leaders, trade associations, and other stakeholders to advance shared policy goals. Strong verbal and written skills in English, the ability to convey complex regulatory and technical concepts effectively, and experience managing multiple priorities within a small, geographically dispersed team are essential.  A strong interest in aviation, satellites, and defense-related policy matters is highly desirable. This position will be located in Arlington, VA.

Scope of Responsibilities:

  • Provide engineering and technical analysis to underpin advocacy efforts on behalf of the Company’s telecommunications and spectrum policy issues before U.S. government agencies, such as the Federal Communications Commission (FCC) and the National Telecommunications and Information Agency (NTIA), as well as in international and intergovernmental organizations such as the International Telecommunication Union (ITU), trade, and industry associations.

  • Establish and maintain close contact with internal business partners, engineering and program leaders to understand and address their regulatory and policy requirements. 

  • Ability to write concise internal reports, external regulatory filings, and presentations to internal and external executive level audiences. 

  • Work with all groups within the organization, being responsive to requests for support in a timely manner. 

  • The ability to successfully advocate on behalf of Boeing spectrum initiatives across a range of satellite, defense, commercial space and aviation programs. 

Basic Qualifications (Required Skills/Experience):

  • Bachelor’s degree or higher in Electronic, Aerospace, Satellite, Systems or Electrical Engineering  

  • 5+ years of government relations experience with telecommunications or radio frequency spectrum regulatory and policy issues

  • 5+ years of experience working in government affairs, preferably on telecommunications, radio frequency spectrum, aviation, satellite, or defense issues. 

  • 5+ years of experience working with the International Telecommunication Union (ITU)

  • English language proficiency (both written and spoken) is required.

  • Willing to travel up to 20% of the time both domestic and international

Summary pay range: $138,550-$187,450
