Support the centralized Defense Health Agency (DHA) Uniform Business Office (UBO) Prospective Payment Amounts (PPAs) program across policy development, compliance oversight, change management, and stakeholder engagement aligned to annual updates and quarterly reviews for Public Health Service (PHS) and The National Oceanic and Atmospheric Administration (NOAA). Maintain continuous audit readiness by ensuring accurate documentation, integrated dashboards, and clear communications that fully comply with DHA requirements.
**This is a temporary position for 5 months**
Responsibilities:
- Draft, coordinate approval, publish, and archive HA/DHA policy memoranda and supporting artifacts to implement annual PHS and NOAA PPA updates.
- Plan, facilitate, and document structured quarterly management reviews per interagency agreements; capture minutes, decisions, and actions and track closure.
- Establish and manage a repeatable governance cadence with PHS, NOAA, and DHA stakeholders (working sessions, executive briefings, and change control updates).
- Lead change management planning and execution, including stakeholder analysis, communications, readiness assessments, and resistance mitigation).
- Design, develop, and deliver targeted training (job aids, playbooks, and live/virtual sessions) for MTF and partner agency personnel.
- Maintain a centralized library of SOPs, RACI charts, and policy artifacts with strict version control and compliant records retention practices.
- Coordinate audit planning and responses, including evidence collection, sampling support, and remediation tracking; sustaining a continuous improvement backlog.
- Partner with the Data Analyst and BI Developer/Analyst to align policy updates with data definitions, dashboard visualizations, and release notes.
Minimum Qualifications:
- Bachelor's degree in Business, Health Administration, Policy, or related field (master's preferred).
- 5+ years in healthcare revenue cycle operations, policy, or compliance; 3+ years in consulting and/or a federal environment.
- Demonstrated experience drafting policy/SOPs, facilitating cross agency forums, and delivering training.
- Familiarity with federal reimbursable billing processes, 7600A/7600B interagency agreements, and audit requirements.
Preferred Experience:
- Knowledge of MEPRS, MHS GENESIS/CPAM, GFEBS, MDR, and G-Invoicing.
- Certifications in change management or project management (e.g., PROSCI/ADKAR, PMP).
- Experience designing, developing, and maintaining SharePoint sites or other enterprise knowledge management repositories.
