Position Summary: The Project Manager will provide strategic on-site leadership and operational oversight for staff within an Immigration and Customs Enforcement (ICE) detention facility. The Project Manager will serve as the principal liaison to the Program Manager and Task Order Leads, providing updates on project status while providing direction to project staff, ensuring appropriate staffing levels, workload distribution, and performance monitoring. This role mentors and leads direct project personnel, ensuring all personnel are equipped with the knowledge and skills required to operate in compliance with ICE standards, maintain safety and security, and uphold detainee rights and welfare. The Project Manager serves as a subject matter expert in the development of the deliverables.
All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which Tidal Basin is recognized. Job Duties and Responsibilities include:
- Manage client relationships and provide direct leadership and support to both the client and assigned staff aligned with ICE Performance-Based National Detention Standards (PBNDS).
- Manage day-to-day project operations including workflow development, task delegation, performance oversight, and quality assurance while maintaining detainee rights and cultural sensitivity.
- Prepare and deliver project status reports, dashboards, metrics, and executive-level summaries.
- Provide technical assistance and subject matter expertise ensuring compliance.
- Assist with maintaining compliant training with ICE and U.S. Department of Homeland Security (DHS) regulations training.
- Support audits and inspections by providing documentation and demonstrating compliance.
- Travel as required includes extended deployments to support Tidal Basin business initiatives and projects.
- Perform other duties as assigned.
Skills and Competencies:
- Strong knowledge of ICE detention standards and federal compliance requirements.
- Excellent communication, presentation, and organizational skills.
Required Education and Experience:
- Bachelor’s degree in Education, Criminal Justice, Public Administration, or
- related field.
- Minimum 3–5 years of experience in training or instructional roles, preferably in detention, corrections, or law enforcement.
- DHS Single Scope Background Investigation (SSBI) clearance or eligibility to obtain one.
- Certified instructor credentials preferred.
- Bilingual (English/Spanish or other relevant languages) preferred.
- Must be at least 21 years of age.
- Must be a US citizen and able to pass drug screening and a federal background investigation.
- DHS or ICE experience
- CPR/First Aid certification
- Has undergone a federal investigation at the level of Tier 2 or higher; has been granted favorable suitability/eligibility and has not had a break in service for more than 24 months.
- Ability to travel
