Overview

DLH is seeking a career-level Project Manager (PM) with strong people and budget management expertise to join our talented and innovative team in support of our Public Health and Scientific Research Operating Center. The PM will provide primary project management oversight for clinical research studies coordinated through the Operating Center. This PM will provide strategic oversight for a variety of high-impact projects targeting critical therapeutic areas, including infectious diseases, oncology, metabolic disorders, and other pressing public health challenges. This individual will be an accountable leader who will manage project performance of these contracts on a day-to-day basis as well as managing risks to each required contract deliverable. They will lead a matrixed team of research professionals to accomplish study goals in a timely fashion. The PM will direct and supervise support resources for the performance of multiple projects and be responsible for their successful implementation. Acting as a single point of contact, the PM will interface and be required to maintain routine and confidential (as applicable) communication with internal and external stakeholders, including clients, collaborators, principal investigators, clinical operations, PHSR leadership, among others, to drive excellence in trial management, execution, and regulatory compliance.

Responsibilities

  • Develops comprehensive project management plans, schedules, monitoring tools, project estimates, resource plans, status reports, and communications plans in alignment with Operating Center, company policies, and SOPs.
  • Oversees end-to-end clinical trial operations, including study start-up, site coordination, protocol implementation, enrollment tracking, and study close-out.
  • Oversees project timelines, budget adherence, grant and contract management, and cross-functional logistics for multiple concurrent clinical programs.
  • Conducts project meetings and maintains overall responsibility for project tracking, analysis, and issue remediation.
  • Ensures strict adherence to clinical quality standards, GCP/ICH guidelines, and reviews project deliverables for accuracy and completeness.
  • Coordinates integration of vendor and partner tasks, reviews deliverables, and manages external relationships to meet project objectives.
  • Identifies, analyzes, and implements innovative solutions addressing programmatic challenges in a dynamic research environment.
  • Manages multiple clinical research projects and initiatives spanning infectious diseases, oncology, and other therapeutic areas under PHSR’s purview.
  • Supports the development and execution of budgets, operational marketing strategies, and strategic planning tools for PHSR clinical programs.
  • Drives initiatives for achieving program objectives, compliance, and client satisfaction.
  • Serves as the principal management liaison for the company, clients, collaborators, and senior leadership.
  • Provides administrative oversight, resource allocation, time accounting, inventory management, cost projection, and personnel evaluation/support across programs.
  • Ensure all staff supporting clinical programs are adequately trained according to their specific job functions and regulatory requirements.
  • Oversee and approves Standard Operating Procedures, clinical protocols, and related technical documents.
  • Supports inspection readiness, regulatory audits, and continuous improvement in operational processes.
  • Supervises, manages, mentors, and evaluates multidisciplinary project staff.
  • This is a remote role; however, attendance at program meetings may be required in locations indicated by clients and/or DLH leadership.

Qualifications

  • Bachelor’s degree in public health, life sciences, health administration, or a related field; Master’s degree preferred.
  • Minimum of three to four years of large project management experience, ideally in clinical research or public health settings.
  • Experience leading federal government contracts.
  • Strong knowledge of clinical trial operations and regulatory requirements (GCP, ICH, FDA/NIH guidelines).
  • Proven ability to manage multiple complex projects collaboratively.
  • Excellent communication, organizational, and problem-solving skills.

Preferred Qualifications

  • PMP certification preferred.
  • Experience supporting clinical trials in infectious diseases, oncology, or related therapeutic areas.
  • Previous engagement with large, multi-site clinical research programs or networks.
  • Experience across different contract types, including firm-fixed price contracts.

Basic Compensation: $95,000 - $110,000 yearly salary

The salary range listed reflects what we reasonably expect to pay for this role at the time of posting. The final offer may vary based on skills, experience, geographic location, market conditions, and internal equity. Additional compensation may include performance incentives and program-specific awards. We do not use salary history to determine compensation, in line with applicable law.
