The Program Order Manager is responsible for overseeing and facilitating order management and procurement activities supporting Red River’s Thor Programs for the U.S. Navy. This role works cross-functionally with Program Management, Engineering, Operations, Supply Chain, Finance, and external vendors to support timely and compliant execution of program requirements.
The Program Order Manager prioritizes order execution activities, resolves procurement and logistics issues, identifies schedule or supply chain risks, and supports operational decision-making necessary to meet program objectives. The role is expected to proactively identify process improvement opportunities, analyze operational impacts, and help drive efficient execution across procurement and order management activities.
This position requires balancing multiple priorities, evaluating contractual and operational requirements, and coordinating with stakeholders to support successful program delivery.
Primary Position Tasks
- Manage procurement and order management activities supporting program execution, including order review, procurement, contractual compliance, order tracking, delivery coordination, and closeout support.
- Manage and prioritize order activities to support program schedules, customer requirements, and operational objectives while ensuring effective communication with internal and external stakeholders.
- Analyze and communicate order status, delivery risks, and supply chain impacts to program stakeholders to support operational planning and execution.
- Partner with Finance and Program teams to evaluate procurement tracking, funding alignment, assess order execution priorities, and provide recommendations to resolve operational issues impacting program objectives.
- Manage vendor relationships, evaluate procurement and operational processes, and recommend process improvements to enhance vendor performance, operational efficiency, and program execution.
- Partner with internal warehouse and logistics teams to evaluate and coordinate shipments, customer documentation, inventory management, and delivery activities.
- Provide and maintain required procurement and contractual documentation within internal and external systems and portals.
- Ensure procurement documentation and activities are maintained in accordance with company policies, contractual requirements, and applicable government procedures.
- Adhere to ISO 9001 standards, Supply Chain Manual requirements, Supply Chain Risk Management procedures, and applicable program policies and processes.
- Analyze procurement and order-related issues and recommend solutions to support program objectives.
- Coordinate cross-functionally to address order execution, delivery schedules, and operational priorities.
- Identify potential risks, delays, or process gaps and escalate concerns with recommended actions as appropriate.
- Develop reports, metrics, and analysis to support program visibility and operational planning.
- Exercise discretion in prioritizing workload and coordinating competing program requirements.
- Seek out and support opportunities to improve procurement chain processes and operational efficiencies.
- Provide excellent customer service while interacting and communicating with Red River’s internal and external partners.
- Other business duties as assigned.
Minimum Education / Certification / Experience Requirements
- Experience with Microsoft Office Suite, particularly Excel
- 2-year degree or equivalent relevant experience
- 3-5 years of experience in order management, project coordination, procurement, supply chain, or a similar operational role
- Experience interacting with customers, key stakeholders, vendors, and cross-functional teams in support of program execution
- Ability to work effectively across multiple partner organizations and functional teams
Preferred Education / Certification / Experience
- 4-year degree preferred or equivalent relevant experience in Business, Finance, Supply Chain, Operations, or related field
- 5+ years of experience in order management, procurement, project coordination, or similar operational functions
- Experience troubleshooting, analyzing, and resolving complex business process issues
- Experience supporting both commercial and federal programs or contracts

- This position is primarily a remote office position requiring the ability to remain in a stationary position for extended periods throughout the workday.
- This position requires continuous communication and coordination with co-workers, vendors, customers, and stakeholders utilizing Red River approved communication tools and systems.
