The Opportunity:
We are seeking multiple detail-oriented Program Operations Analysts to support a program management team with a primary focus on recruiting, onboarding, and talent development activities. This role will play a key part in supporting workforce planning, candidate coordination, and employee experience initiatives, while also providing general program and operational support as needed.
 

Responsibilities:

Workforce & Talent Management

  • Manage and maintain workforce planning, including roster management, org charts, and staffing forecasts
  • Manage recruiting efforts to include candidate tracking, resume review, interviews, and hiring decisions
  • Determine staffing needs and manage/coordinate with recruiters and subcontractors to fulfill open positions
  • Negotiate both internal (CACI) and external (SUBK) offers, including LCAT alignment, compensation, profit/loss margins and start dates
  • Manage onboarding processes for both corporate and VA requirements (e.g., PIV cards, system access)
  • Maintain labor category approvals (LCAT/LCV) and compliance

Team Leadership, Culture & Development

  • Provide leadership across geographically dispersed teams supporting multiple VA contracts
  • Drive and Manage employee engagement initiatives, including mentoring programs, training sessions, and team events
  • Manage compliance with training (VA and corporate) and professional development programs
  • Manage internal communications platforms (e.g., Slack) and team collaboration efforts
  • Lead performance management processes, including touchpoints, improvement plans (PIPs), and succession planning
  • Determine eligibility and administer rewards and recognition programs to promote high performance and retention

Operations & Program Support

  • Maintain program infrastructure, including email distribution lists, government-furnished equipment (GFE), and timekeeping systems (e.g., SubET)
  • Manage scheduling, logistics, and program coordination activities
  • Ensure compliance with all VA and corporate policies, procedures, and reporting requirements

Contract & Subcontract Management

  • Manage prime contract execution, including modifications, compliance, and performance monitoring
  • Develop Rough Order of Magnitude (ROM) estimates and cost proposals
  • Lead subcontractor management, including relationship oversight, funding, and procurement-to-pay (P2P) processes
  • Coordinate with internal subcontract administrators across multiple contracts
  • Negotiate labor categories (LCATs), rates, and subcontractor agreements
  • Manage subcontractor hours, forecasts, and status reporting for accuracy and alignment

Forecasting, Reporting & Performance Management

  • Manage hour forecasting and tracking across prime and subcontractor staff
  • Lead preparation and delivery of program management reviews (PMRs), including CACI PMRs and VA PMRs
  • Establish and manage program metrics, KPIs, and performance dashboards
  • Develop and maintain risk management processes, including risk registry and mitigation planning
  • Manage deliverable tracking, reporting, and on-time submission
  • Implement QA/QC processes with continued improvement and deliver annual quality assurance plans

Stakeholder Engagement & Communications

  • Develop and execute stakeholder engagement strategies, including briefings, roadshows, and offsite events
  • Manage CPAR performance evaluations
  • Lead program communications, including executive updates, email communications, and marketing materials (
  • Develop and Manage enterprise tools (e.g., OneScope) for stakeholder tracking, innovation capture, staffing, onboarding, offboarding and lessons learned

Program & Financial Management

  • Lead financial oversight across multiple VA contracts, including project setup, charge code (project string) management, and billing accuracy
  • Develop and maintain invoicing, roster reporting, and associated financial documentation to ensure compliance and audit readiness
  • Manage travel, Other Direct Costs (ODCs), and billing processes in alignment with contract requirements
  • Oversee and execute rolling forecasts (RFC), budget tracking, and Power BI reporting to support data-driven decision-making
  • Direct accounts receivable (AR) and cash management activities to optimize contract financial performance
  • Produce and deliver budget reports and financial analysis to VA stakeholders
  • Manage corporate and client reporting requirements, including ABC and QSMO reporting

Qualifications:
Required: 

  • Bachelor’s degree in Business, Human Resources, Management, or a related field with 2–5 years of experience in program operations, recruiting coordination, HR support, or a related role.
  • Strong organizational and communication skills are essential, along with the ability to manage multiple priorities in a fast-paced environment.
  • Experience supporting recruiting, onboarding, or talent development activities is highly preferred.

This position is contingent on funding and may not be filled immediately. However, this position is representative of positions within CACI that are consistently available. Individuals who apply may also be considered for other positions at CACI.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. Since this position can be worked in more than one location, the range shown is the national average for the position.

The proposed salary range for this position is:

$68,400-$143,700
