Kaimetrix is seeking an experienced Program Manager (PM) to lead and oversee the execution of an Army National Guard (ARNG) Training and Range Support Program Task Order (TO). The PM will serve as the senior leader responsible for overall management, direction, administration, quality assurance, and performance of this effort. This position provides critical leadership and coordination across multiple ARNG Training Support Centers nationwide, ensuring all contractual and operational objectives are achieved in accordance with Government requirements.
The PM will act as the principal point of contact with the Government and will provide leadership and oversight for all contractor personnel, subcontractors, and program activities. The ideal candidate will possess strong communication, strategic planning, and organizational management skills to drive mission success across geographically dispersed sites.
RESPONSIBILITIES AND SKILLS
Leadership & Management

  • Provide comprehensive management and administrative oversight for all Task Order activities.
  • Ensure successful execution of objectives supporting ARNG training support operations and the Training Support Enterprise.
  • Supervise and mentor contractor staff across multiple locations, fostering collaboration and professional development.
Government Liaison
  • Serve as the primary interface with the Contracting Officer (CO), Contracting Officer’s Representative (COR), and ARNG program management staff.
  • Maintain proactive communication and coordination with Government stakeholders.
Operational Oversight
  • Manage all project activities to ensure alignment with ARNG mission objectives related to training, sustainment, and readiness.
  • Oversee cost, schedule, and performance to ensure program success.
Performance & Quality
  • Establish and maintain systems to monitor performance metrics, cost, and schedule compliance.
  • Ensure adherence to Federal Acquisition Regulation (FAR) requirements and Government quality standards.
Program Planning & Reporting
  • Lead program planning and resource allocation consistent with the Planning, Programming, Budgeting, and Execution System (PPBES).
  • Prepare and deliver Program Management Reviews (PMRs), Monthly Status Reports (MSRs), and other required deliverables.
Risk & Issue Management
  • Identify potential risks and implement effective mitigation strategies to ensure mission continuity.
  • Recommend and execute process improvements to enhance operational efficiency and responsiveness.

REQUIRED QUALIFICATIONS
  • Employment: Must be an employee of the prime contractor.
  • Experience: Minimum of 8 years in ARNG training support, Army training support operations, or the Training Support Enterprise.
  • Technical Expertise:
    • Experience with the Planning, Programming, Budgeting, and Execution System (PPBES).
    • Knowledge of the Training Program Evaluation Group (TT-PEG) processes.
    • Familiarity with the Sustainable Range Program and Range Complex Master Planning (RCMP).
    • Knowledge of Soldier Training Support Programs, fielded TADSS, and the TS-MATS system.
  • Education: Bachelor’s degree in Management, Business, or related field (Master’s preferred).
  • Certifications: PMP (Project Management Professional) preferred.
  • Clearance: Must possess or be eligible for a security clearance commensurate with contract requirements.

  • Proven success managing geographically dispersed teams supporting military training or operations.
  • Strong communication and interpersonal skills to effectively interact with senior Government leadership.
  • Deep understanding of ARNG structures, training doctrine, and readiness programs.
  • Skilled in budget oversight, personnel management, and complex logistics.
  • Ability to manage multiple priorities and maintain compliance in dynamic operational environments.

Program operations, personnel, and oversight may occur across multiple ARNG Training Support Centers (TSCs) and Range & Training Land Program (RTLP) locations, including but not limited to:
Fort Chaffee, AR | Camp Robinson, AR | Camp Roberts, CA | Camp Blanding, FL | Orlando, FL | Green Cove Springs, FL | Fort Benning, GA | Honolulu, HI | Gowen Field, ID | Marseilles, IL | Camp Atterbury, IN | Salina, KS | Baltimore, MD | Camp Edwards, MA | Camp Grayling, MI | Camp Ripley, MN | Camp Shelby, MS | Los Alamitos, CA | Camp Crowder, MO | Manchester, NH | Camp Navajo, AZ | Camp Smith, NY
Additional or temporary support may be required at other ARNG facilities as directed by the Government.
PERFORMANCE EXPECTATIONS
  • Maintain consistent alignment with ARNG objectives, ensuring all deliverables meet or exceed quality and timeliness standards.
  • Ensure seamless coordination and rapid response to emerging issues.
  • Lead teams to achieve mission success while upholding safety, compliance, and efficiency.
