Leidos is searching for a highly motivated Program Manager to support our AT&E Labs. The Leidos Accredited Testing & Evaluation (AT&E) Laboratory tests, evaluates, and in some cases certifies Commercial off-the-shelf (COTS) products as well third-party and self-developed Electronic Health Record (EHR) products against various government security and/or healthcare standards. The AT&E team partners with its wide set of commercial customers to walk them through the tedious and difficult testing and certification process.

 AT&E has four teams across three disciplines that are government accredited to perform these services:

  • Three (3) through the National Laboratory Accreditation Program (NVLAP) run by NIST against ISO/IEC 17025:

    Common Criteria Testing Laboratory  

    Cryptographic Security Testing Laboratory (FIPS 140) 

    Office of the National Coordinator (ONC) Health Information Technology (HIT) Authorized Testing Laboratory (ONC-ATL)

  • One (1) through the ANSI National Accreditation Board (ANAB) against ISO/IEC 17065:

    ONC Authorized Certification Body (ONC-ACB)

This position will be based in Columbia, MD.

Primary Responsibilities:

The AT&E Lab Program Manager is responsible for the overall management of the AT&E Lab Program at Leidos. The responsibilities include but are not limited to the following:

  • Organizational management of entire AT&E Lab Program
  • Financial Management (inclusive of pricing and building BOEs)
  • Staff/people management
  • Resource Management (tasking and hiring)
  • Customer Management – responsible for overall management of 50-100 unique Customers
  • Partner Management – responsible for managing Leidos AT&Es partners, including multiple subcontractors
  • Risk Management – management of day-to-day program risk, including financial, contractual, organization, etc.
  • Strategy to grow the AT&E Lab including implementation of process improvements as necessary
  • Coordination on with all Program functional support (Finance, Billing, Contracts, Subcontracts, Marketing, etc.) for successful management of the Program
  • Maintaining Lab Accreditations through National Institute of Standards and Technology (NIST) and ANSI National Accreditation Board (ANAB).
  • Ensuring ISO 17025, ISO 17065, and NIST HB 150 compliance
  • Represent Leidos AT&E in new business endeavors
  • Principal point of contact for Leidos AT&E with the National Voluntary Lab Accreditation Program (NVLAP), which is run out of NIST
  • Travel to various industry conferences to represent Leidos and meet with Program stakeholders                                         

Basic Qualifications:

  • Knowledge of Common Criteria, FIPS 140, and/or ONC Health IT Testing/Certification
  • Knowledge of ISO 17025, ISO 17065 and NIST HB 150 compliance requirements
  • Ability to manage an ISO compliant Quality Management System, inclusive of undergoing regular onsite audits with US government stakeholders
  • Strong Customer relationship building experience Working relationship with key stakeholders at NIST, NIAP and/or ONC
  • Ability to manage hundreds of concurrent Commercial contracts across 50-100 unique Customers
  • Expertise in Contract negotiations with commercial product customers
  • Subcontractor management experience, including managing international Subcontractors
  • Strong Project/ Program management skills
  • Ability to lead a Project Management Office utilizing PMBOK best practices
  • Strong proposal writing / technical writing skills
  • Strong leadership skills that can be applied to fast paced commercial environment
  • Strong Financial management skills in a commercial environment
  • Strong troubleshooting and problem-solving skills.
  • Strong multitasking and time management.
  • Strong knowledge of ONC Health IT Testing/Certification

Preferred Qualifications:

  • Working relationship with key stakeholders at NIST, NIAP and/or ONC
  • Experience in Quality Systems and the management and enforcement of a Quality System

Pay Range:Pay Range $104,650.00 - $189,175.00

The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
