Serves as the single point of accountability for performance of a large, consolidated Department of Defense (DoD) enterprise information technology (IT), network, engineering, cybersecurity, and IT service-delivery operations and maintenance (O&M) program spanning multiple secure government installations. Integrates service delivery across the enterprise and serves as the primary interface with the Government customer for cost, schedule, and performance.

Key Tasks & Responsibilities

    • Owns overall program performance across all task areas; accountable for Service Level Agreement (SLA) / Performance Parameter Indicator (PPI) compliance and CPARS outcomes.
    • Manages staffing, subcontractor integration, and surge support across all supported installations.
    • Chairs Program Management Reviews (PMRs) with Government stakeholders; owns the risk register and corrective action plans.
    • Ensures coordination with senior DoD mission partners on operational priorities and outage impacts.
    • Leads transition-in from predecessor contracts, including workload absorbed during consolidation, with no degradation to mission support.
    • Directs mission-essential, exercise-support, and continuity-of-operations (COOP) planning across sites.
    • Manages contract financials, cost/schedule control, invoicing, and change control.
    • Enforces quality management, manpower reporting, and timely delivery of contract data requirements (CDRLs).
    • Ensures program-wide compliance with DoD cybersecurity requirements.
    • Serves as the accountable owner for personnel management, security, and safety compliance across the workforce.

Education & Experience

    • Bachelor's degree in a technical, business, or management discipline (Master's preferred).
    • 10+ years managing IT, network, or cybersecurity O&M contracts of comparable size and complexity, including 5+ years as a Program/Project Manager on a DoD or comparable federal program of similar scope.
    • Demonstrated experience leading contract transitions and multi-site O&M service delivery.
    • Prior USSF/USAF or DoD space mission support experience preferred.

Certifications

    • Project Management Professional (PMP) may be required.
    • DoD 8140/8570-aligned IAT Level II or III (e.g., Security+, CySA+, or higher) may be required.

Security Clearance

    • Active Top Secret (TS) clearance required; eligibility for TS/SCI may be required for certain work areas.
    • U.S. citizenship required.

Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)

    • On-site position in the Colorado Springs, CO area; recurring presence at supported installations (travel estimated up to 25%).
    • Fast-paced 24/7/365 mission-support environment; occasional after-hours support for outages or exercises.
