About the Role

As the Program Manager, Operations, you will drive cross-functional project execution across the Operations organization, ensuring alignment, visibility, and on-time delivery of key initiatives.

This role operates horizontally across One Pass internal teams — including client implementation, eligibility, call center, network operations, Product, and Technology — as well as external partners and customers to coordinate work, manage dependencies, and keep priorities moving forward.

You will serve as the central owner for complex, cross-functional initiatives, including initiatives driven by external partners and key clients, bringing structure, accountability, and proactive risk management to ensure successful outcomes.

In addition, you will bring a strong analytical lens to the role—leveraging data, performance insights, and operational metrics to inform decisions, identify risks, and improve execution across workstreams.

Key Responsibilities

Cross-Functional Project Management
  • Lead end-to-end project management for operational initiatives from intake through execution and delivery

  • Coordinate across Operations, Product, Technology, Network, Finance and external stakeholders to align on scope, timelines, and deliverables

  • Develop and maintain project plans, trackers, and timelines to manage milestones, dependencies, and ownership

  • Drive accountability across teams to ensure work progresses as expected and deadlines are met

External Partner & Client Initiatives
  • Take point on managing initiatives driven by external partners and key clients, ensuring alignment across internal teams

  • Translate external requirements into clear internal action plans and coordinate execution across functions

  • Partner closely with Technology/IT to ensure system readiness, integrations, and dependencies are aligned

  • Proactively identify risks, gaps, and impacts to operations and drive resolution

Operational Alignment & Execution
  • Act as the central coordination point across operations functions to ensure work is aligned and sequenced effectively

  • Identify and manage cross-team dependencies, risks, and competing priorities

  • Facilitate working sessions, status check-ins, and stakeholder updates to maintain momentum

  • Ensure clear ownership and accountability across all workstreams

Analytics & Performance Insights
  • Analyze operational data, project performance metrics, and trends to identify risks, gaps, and improvement opportunities

  • Develop and maintain reporting and dashboards to track project progress, timelines, and operational performance

  • Synthesize data into clear insights and recommendations to support decision-making

  • Partner with leadership to ensure initiatives are aligned to measurable outcomes and business priorities

Process & Execution Optimization
  • Establish and standardize project management practices, tools, and cadences across Operations

  • Maintain documentation, trackers, and reporting to support visibility and execution

  • Identify opportunities to improve how work is coordinated and delivered across teams

  • Support scaling a more structured and efficient operating model

Reporting & Communication
  • Provide clear and consistent updates on project status, risks, and progress to leadership

  • Surface blockers early and drive decisions needed to keep work moving

  • Use data and insights to support storytelling and executive-level updates

  • Support post-project reviews to capture learnings and continuously improve execution

About You

You are highly organized, analytical, and proactive, with a strong ability to bring structure to complex, cross-functional work. You are comfortable working across multiple teams, driving alignment without direct authority, and keeping work moving forward in fast-paced, evolving environments.

You excel at connecting the dots across functions, using data to inform decisions, and anticipating risks before they become issues. You communicate clearly, think critically, and are equally comfortable partnering with operational and technical teams.

Required Qualifications
  • 5+ years of experience in project management, program management, operations, or a related role

  • Proven experience managing cross-functional initiatives with multiple stakeholders

  • Strong analytical skills with experience using data to inform decisions and track performance

  • Experience developing reports, dashboards, and operational metrics

  • Experience working with both business and technical teams

  • Excellent communication skills with the ability to lead meetings and drive alignment

  • Strong organizational, problem-solving, and execution skills

Preferred Qualifications
  • Experience in healthcare, payer, or healthcare-adjacent environments

  • Experience managing external partner and client-driven workstreams

  • Familiarity with project management and tracking tools (e.g., JIRA, Smartsheet, Excel)

  • Experience improving operational processes and execution models

  • Experience working with performance metrics, KPIs, or operational reporting

  • PMP, Agile, or similar certification

Work Location & Eligibility

One Pass Solutions, Inc. offers a flexible work environment. We operate as a hybrid company in the Minnesota–St. Paul Twin Cities area, where team members are expected to work in-office three days per week. We also support remote work across a number of U.S. states.
