The Ground Systems & Services (GSS) Strategic Business Unit is responsible for driving business growth in the ground systems development, operations & sustainment, and technical services markets. This business unit focuses on designing, building and integrating ground systems in support of air and space-based assets, providing operational support for mission platforms and instruments and offering scientific and engineering expertise to our customers.
What You'll Do:
On-Site Work Environment: This position requires regular in-person engagement by working on-site five days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.

What You'll Do:
- Responsible for program leadership, direction, and guidance that ensures successful program execution in accordance with the budget, schedule, contract, Statement of Work (SOW), and Technical Specifications. May be assigned responsibilities as a Program Manager or a Deputy Program Manager, as required.
- Lead a team performing satellite and ground system operations support and sustainment, including engineering support, software releases, factory reach back, 24x7 anomaly resolution, and special mission tasking.
- Develop and monitor fidelity of the program baseline including definition of tasks, program budgets, and program schedules.
- Define, secure, organize, and direct staff, resources, standards, processes, procedures, and tools essential for the successful completion of a program.
- Provide sound leadership and team building to motivate, influence, and effectively apply the program staff.
- Develop and practice good internal/external communication systems.
- Act as the main interface with the Customer on all program related subjects.
- Provide leadership for interacting with the operational customers within bounds of the contract
- Employ knowledge of customer organizations and programs, particularly for national security space missions, to enhance program performance, customer relations, and future growth opportunities.
- Establish and maintain a cross functional team capable of providing high-availability support up to and including 24x7 365 days a year.
- Provide leadership for a cross functional team to identify and implement system (e.g., space vehicle, ground software, mission performance) upgrades to meet customer's needs.
- Train the program team on program execution techniques, and set and enforce high standards for operational excellence.
- Ensure that program requirements, purposes, objectives, and expectations are communicated and flowed-down to the internal team and subcontractors.
- Resolve conflicts, demands, and priorities on assigned programs.
- Recognize, develop, and work to win potential follow-on work, increased scope, and additional programs within the appropriate program customer contacts.
- Work unplanned program issues to a best solution, including development of plans-forward, escalation and increased resources, as required.
- Communicate program status to upper management.
- Manage and support proposals, as required.
- Maintain a regular and predictable work schedule.
- Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
- Perform other duties as necessary.

- Work is performed in an office environment, laboratory, cleanroom, or production floor.
Required Education, Experience, & Skills
- BS/BA in related field plus 12 years or more related experience.
- Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
- A current, active TS/SCI Polygraph security clearance is required.
- Solid background in space systems with emphasis on ground and space segments and operations support programs.
- Demonstrated experience leading cross-functional teams in hardware / software development, operations, sustainment, factory reachback, V&V, and integration / deployment into complex Government Enterprise systems.
- Demonstrated experience managing program / project budgets or cost accounts in excess of $100M.
- Demonstrated experience managing large sub-contracts in excess of $20M.
- Demonstrated experience utilizing standard program management tools including:
- Earned Value (EV) principles including planning and budgeting, schedule development, change control, variance reporting.
- Program performance reporting status including program highlights, Cost Performance Index (CPI), Schedule Performance Index (SPI), schedule reporting/progress, technical status.
- Thorough understanding of the risk and opportunity management process as related to program plan.
- Demonstrated ability to work successfully with demanding customers, difficult schedules, and technically challenging projects.
- Ability to self-start and understand the big picture as well as technical, budget and schedule issues at the detail level.
- Must be comfortable and competent with MS Office computer tools including: Word, Excel, Project, PowerPoint and Office.
- Excellent communication skills.
- Excellent presentation development and delivery skills.
- Thorough understanding of Change Control process to control, monitor and resolve internal and external changes related to program plan.
Preferred Education, Experience, & Skills
- Degree in Engineering, Math, or Physics is preferred.
