Program Manager - Contingent Workforce Management (Contract Role: 6 - 9 Months)

Program Leadership & Governance
- Serve as day-to-day lead for the contractor management program, partnering with the MSP and internal stakeholders.
- Run operational reviews, supplier reviews, and executive steering routines.
- Monitor KPIs, SLAs, and adoption metrics with clear escalation and resolution pathways.
- Establish governance structures, meeting cadences, and stakeholder alignment across HR, Procurement, Finance, IT, and Business Units.
Program Tracking & Reporting
- Build dashboards tracking KPIs such as onboarding, time-to-fill, supplier compliance, efficiency, and cost savings.
- Maintain issue logs, SLA trackers, and risk registers.
- Publish consolidated monthly and quarterly reports on spend, adoption, and supplier performance.
Program Roadmap & Stabilization
- Execute a phased roadmap covering onboarding, stabilization, optimization, and transition to steady-state ownership.
- Drive resolution of onboarding and access delays for contractors, suppliers, and cost centers.
- Optimize workflows, reduce manual reconciliations, and improve reporting accuracy.
Operational Excellence & Supplier Management
- Implement improved workflow designs, data accuracy controls, and system integrations.
- Oversee supplier compliance, scorecards, and performance reviews.
- Partner with Procurement to consolidate and optimize supplier base.
Change Management & Communication
- Oversee program communications, training, and stakeholder engagement.
- Reinforce unified communication channels and alignment across all teams.
Qualifications & Experience
- Proven experience leading enterprise-wide workforce or vendor management programs (MSP/VMS preferred).
- Strong knowledge of governance, supplier management, and contingent workforce models.
- Familiarity with ERP/VMS/HR systems (e.g., Oracle, Beeline, or similar).
- Skilled at cross-functional stakeholder engagement across HR, Procurement, Finance, IT, and Legal.
- Demonstrated ability to stabilize complex programs in matrixed environments.
- Excellent communication, change management, and leadership skills.
Success Measures
- All contractors and suppliers onboarded and visible in the VMS by target deadlines.
- Governance structures in place with operational and supplier reviews functioning.
- Documented playbook for governance, workflows, and stakeholder engagement delivered for handover.
- Reduced onboarding cycle times and manual reconciliations.
- Full visibility of spend and supplier performance through reporting dashboards.
- Increased stakeholder adoption and confidence in the program.
- Transition to a steady-state governance and ownership model.
