About the role

Concept Plus is seeking a PostgreSQL Database Administrator (DBA) with at least 7 years of database engineering and administration experience to support a mission-critical, enterprise-scale client application. This role focuses heavily on Postgres SQL performance optimization, schema design, database reliability, and support for PGLite deployments—used to enable disconnected, low-bandwidth, and DDIL (Denied, Degraded, Intermittent, Limited) operations. The ideal candidate brings strong expertise in secure database operations, Cloud One environments, Zero Trust practices, and DevSecOps-aligned data management.


What you'll do

  • Core PostgreSQL Administration:
    • Administer, configure, and optimize PostgreSQL databases for secure DoD applications.
    • Design, maintain, and version-control Postgres SQL schemas, stored functions, triggers, indexes, roles, and extensions.
    • Conduct advanced SQL optimization: query tuning, indexing strategies, partitioning, and performance diagnostics.
    • Monitor and resolve database issues including slow queries, lock contention, replication concerns, and latency.
    • Maintain secure backup/restore strategies and participate in continuity of operations (COOP) planning.
    • Support ingestion and stabilization of inherited databases during transition-in activities.
  • PGLite / DDIL Data Operations:
    • Manage and maintain PGLite (embedded PostgreSQL) instances used in disconnected or low-connectivity operational environments.
    • Support synchronization strategies between PGLite and central PostgreSQL systems, ensuring data integrity during DDIL conditions.
    • Troubleshoot data serialization, compression, and synchronization workflows for offline-first usage.
    • Assist with field deployment preparation, including performance testing, data seeding, and reliability validation for PGLite nodes.
  • DevSecOps & CI/CD Integration:
    • Integrate database migration scripts, schema validations, and regression checks into secure CI/CD pipelines.
    • Address SAST/DAST/SCA scan findings related to database components, SQL vulnerabilities, and ORM/library exposures.
    • Collaborate with DevSecOps teams to enable secure, automated deployments and database lifecycle operations.
    • Support build packaging, release readiness, and participation in JITC/DT&E test cycles.
  • Security, Compliance & ATO Responsibilities:
    • Apply DoD cybersecurity frameworks (NIST SP 800 53, 800 7, CMMC, DISA STIGs) to secure PostgreSQL environments.
    • Implement and enforce database encryption (in transit and at rest), auditing, logging, and least privilege access controls.
    • Document and remediate vulnerabilities, maintain POA&Ms, and support ongoing ATO compliance.
    • Maintain secure handling of PII, PHI, and CUI across all database operations.
  • Integration & JOMIS Data Interoperability
    • Maintain and enhance database structures supporting integrations across TBLD M, TMDS, OMDS, MedCOP, and other JOMIS systems.
    • Support data ingestion, transformations, and exchange based on ICDs and system-to-system interface requirements.
    • Troubleshoot data flow issues and collaborate with cross functional development teams.
  • Additional Responsibilities
    • Maintain database operational documentation including runbooks, installation guides, upgrade steps, and migration procedures.
    • Support Tier 1–3 troubleshooting during integration testing, fielding events, and production operations.
    • Participate in Agile ceremonies: planning, stand-ups, backlog refinement, sprint reviews, and retrospectives.
    • Collaborate across multi-vendor teams, government stakeholders, and cloud/security engineering groups.
    • Contribute to risk identification, performance tuning, and continuous improvement initiatives.


Required Qualifications

  • US Citizen
  • Ability to obtain and/or maintain a government clearance.
  • 7+ years of professional PostgreSQL administration experience, including secure production environments.
  • Bachelors Degree
  • Experience managing PGLite or embedded PostgreSQL databases for offline or DDIL operations.
  • Strong understanding of schema design, normalization, indexing, partitioning, query tuning, and database performance optimization.
  • Experience managing PostgreSQL in cloud environments such as Cloud One, AWS GovCloud, or OCI.
  • Hands-on experience with schema versioning tools and migration frameworks aligned with MOSA principles.
  • Familiarity with DevSecOps practices and integration of database components into CI/CD pipelines.
  • Experience supporting secure environments governed by DoD cybersecurity and ATO requirements.
  • Strong analytical, troubleshooting, and documentation skills.
  • Ability to work collaboratively across multi-vendor and government-integrated teams.


Preferred Qualifications

  • Experience with the Cloud One platform
  • Experience supporting OPMED systems · Familiarity with Defense Health Agency systems such as (OMDS, MedCOP, MHS GENESIS)
  • Experience with micro-frontend architecture
  • Familiarity with GraphQL and Apollo Client
  • Contributions to open-source projects or a demonstrable public portfolio
