Senior Business Analyst / Project Manager – Oracle HCM, EPM & Payroll Transformation

Engagement: 6-month contract
Schedule: Full-time
Location: Primarily remote with occasional on-site campus visits, approximately 1–2 times per quarter/as needed

Position Overview

Our client, a higher education institution, is seeking an experienced Senior Business Analyst / Project Manager to serve as a strategic partner to HR and other key stakeholders as the organization continues to optimize and expand its Oracle environment.

The organization has successfully completed its initial Oracle implementation and is now focused on leveraging additional functionality available within the platform, improving workforce management processes, and supporting an upcoming transition to ADP for payroll processing.

This individual will work closely with HR, Finance, IT, vendors, and business stakeholders to assess current processes, identify opportunities to better utilize existing Oracle functionality, define requirements, and drive projects from discovery through implementation.

This is not primarily a technical configuration or development role. The ideal candidate is a strong functional BA/PM who understands HR, payroll, workforce management, and enterprise systems and can bridge the gap between business needs and technology solutions.

Key Responsibilities

  • Partner with HR, Finance, IT, and business stakeholders to assess current processes and identify opportunities to better leverage existing Oracle functionality and recent platform releases.
  • Lead discovery sessions, requirements gathering, process analysis, gap analysis, and solution planning.
  • Evaluate current workforce management and workforce planning processes that rely heavily on Excel and help define a path toward utilizing the organization's existing Oracle EPM capabilities.
  • Support implementation and expansion of Oracle EPM/workforce planning functionality, including headcount, workforce, compensation, budgeting, forecasting, and related processes.
  • Serve as a key BA/PM supporting the organization's transition to ADP for payroll processing.
  • Document current-state and future-state HR/payroll processes and associated system and data requirements.
  • Help define and coordinate integrations and data flows between Oracle, ADP, and other systems.
  • Translate business requirements into clear functional requirements, process flows, use cases/user stories, acceptance criteria, and implementation plans.
  • Manage project timelines, milestones, dependencies, risks, issues, and stakeholder communication.
  • Coordinate internal teams, business users, vendors, and implementation partners.
  • Lead or support system testing, integration testing, UAT, defect management, business validation, and go-live readiness.
  • Support change management, documentation, training, implementation, and post-go-live activities.
  • Serve as a strategic partner who can help stakeholders understand available system capabilities and determine practical solutions rather than simply documenting requested changes.

Required Qualifications

  • 7+ years of experience as a Business Analyst, Business Systems Analyst, Project Manager, or similar functional technology role.
  • Demonstrated experience supporting enterprise HR, payroll, workforce management, or ERP/HCM implementations and optimization initiatives.
  • Experience with Oracle Cloud applications and/or comparable enterprise platforms such as PeopleSoft or Workday.
  • Strong understanding of HR and payroll business processes and associated data flows/integrations.
  • Experience leading requirements gathering, process mapping, gap analysis, and current-state/future-state analysis.
  • Demonstrated ability to manage projects or significant workstreams from discovery through implementation and go-live.
  • Experience coordinating business stakeholders, technical teams, vendors, and implementation partners.
  • Hands-on experience with testing/UAT, defect resolution, implementation readiness, and post-production support.
  • Ability to independently drive projects and serve as a trusted strategic partner to senior HR and business stakeholders.
  • Ability to travel to the client's campus approximately 1–2 times per quarter/as needed.

Highly Preferred Qualifications

  • Higher education experience, particularly within HR, payroll, ERP/HCM, or workforce management environments.
  • Understanding of higher education workforce and payroll complexities, including faculty, adjunct faculty, student employees, academic-year appointments, multiple assignments, and other institution-specific employment structures.
  • Oracle EPM Cloud experience, particularly workforce planning, headcount planning, compensation planning, budgeting, or forecasting.
  • Experience helping an organization transition workforce planning or similar processes from Excel/manual processes into Oracle EPM or another enterprise planning platform.
  • ADP implementation, payroll conversion, or Oracle-to-ADP integration experience.
  • Experience with Oracle HCM Cloud.
  • Experience with PeopleSoft and/or Workday within a higher education environment.
  • Experience supporting an organization after its initial Oracle implementation, including optimization, adoption of new functionality, and implementation of features introduced through subsequent releases.
