OSP Splicing Manager, Long Haul

Position Description
The OSP Splicing Manager, Long Haul is responsible for end to end splicing, testing and delivery of new and overbuild long haul fiber optic routes in the US and Canada in coordination with a small but effective team of project managers
Responsibilities
Responsible for daily management of splicing vendors across multiple projects to expedite the splicing and testing of fiber optic long haul routes.
Assess and validate requirements (routing, fiber counts, hut spacing, etc.) for new route planning to ensure route objectives are clearly defined and meet stakeholder requirements.
Coordinates access to customer and network points of presence for fiber splicing and testing vendors.
Provides specialized telecommunications technical expertise related to fiber optic splicing & testing.
Collaborates with internal project managers to refine project schedules and budgets. Actively manage schedule and budget throughout project execution.
Provides direct interface with customers, subcontractors, jurisdictional authorities and interoffice personnel. Supports customer meetings as necessary which requires in person meetings and travel to client and/or construction sites.
Oversees procurement of equipment and materials required for project implementation. Actively monitor material stock and order lead times to negate material delays.
Proactively identify and mitigate project risks and develop contingency plans.
Conduct construction resource planning to ensure project objectives are met.
Develop RFPs for the splicing & testing of routes. Manage the RFP process and negotiate with bidders to ensure the lowest qualified awards are made. Diligently manage the contract terms throughout the life of each contract.
Provide project-level and executive project reporting including regular updates to our key customers.
Ensure routes are delivered on time, on budget and as per construction standards.
Deliver splicing documents to the support teams in a timely manner to ensure route is properly documented.
Qualifications
Bachelor's Degree preferred, preferably in Engineering or other related technical field, or equivalent work experience. Business degree/acumen a plus.
Minimum of 5 years in the telecommunications industry with outside plant, fiber optics, telecommunication architectures, optical transport equipment, and project management experience.
Fiber optic cable splicing and testing knowledge
Must have 5 years familiarity with all types of outside plant construction and experience managing large capital projects.
Familiarity with all types of outside plant construction methods and best practices.
Familiar with all facets of OSP management, including quoting, construction and delivery.
Experience managing large capital projects.
Working knowledge of construction standard, fiber specifications and optical network design principles.
Demonstrated exceptional problem solving skills.
Ability to communicate technical topics clearly and effectively with both internal and external customers.
Familiar with Email, MS Excel, Word, Google Earth and AutoCAD.
Must be able to manage multiple RFP and design construction schedules and responses. Proven negotiation skills.
Must be able to understand and read construction and splicing documents.
Business minded and able to maintain a commercial focus.
The employee must perform on-site surveys and attend field meetings required to ensure projects meet the delivery/ commitment dates identified.
The employee will be required to meet with various municipalities and vendors to review project scope and to ensure positive communication is maintained.
The employee must possess a valid driver’s license with no major infractions in the past 5 years. Employee is expected to drive as required to his/her assigned projects in order to ensure on time and on budget delivery.
This position will require travel as necessary to support the projects assigned (15-50% estimated). This could entail periods of significant travel at critical times for the project.
Employee must be approved to work in the United States.
CO pay range: 50,500.00 - 67,300.00
