This position is for a .NET Developer who will support implementation of Okta authentication for multiple applications and systems on the ESA V program. ESA V is an IT applications and infrastructure services program supporting several customers within the Department of Justice (DOJ), including the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The program provides a range of IT services, including software application support, enterprise infrastructure support, service desk, ITSM, deskside support, workstation engineering and maintenance, telecommunications and mobility engineering services, managed print services, Active Directory services, and video conferencing.
The program has a DevOps team which provides software development and operations and maintenance support for a variety of ATF software systems and custom software applications; these needs are growing, and we are expanding this team. The successful candidate will be required to coordinate system requirements with technical resources, project managers, and customers at various levels. Responsibilities will include developing solutions to modify systems and applications to use Okta authentication and will require depth of technical knowledge and understanding through discussions with the technical team.
This position is 100% remote and requires working in a fast-paced, dynamic environment; this position also offers the ability for significant virtual support. Excellent communication skills are required to interact with the customer and program team. This position is contingent on receipt of required clearance from the Government customer.
Required Clearance: Candidate selected will be subject to a Government Public Trust security investigation and must meet eligibility requirements for access to the customer’s information. US Citizenship is required. Current clearance is not required, but selected individual cannot start the assignment until the required security clearance is granted by the customer.
Primary Responsibilities
- Develop and maintain software applications using Agile software development techniques
- Consult with the business process owners, customers, users and constituents to develop and analyze customer requirements
- Implement software application migration from current ADFS Identity Access Management (IDaM) to Okta
- Perform application testing
- Create and maintain application documentation, including migration plans, implementation plans, test plans, and user story updates.
- Leverage DevOps tool stack to build, inspect, deploy and test the applications.
- Collaborate with members of project teams to ensure successful, technically sound projects which are completed on time and on budget.
Required Qualifications
- Bachelor's degree in computer science or similar field with 8+ years of related experience. High school diploma with an additional 4+ years’ experience may be considered in lieu of a degree.
- Agile Software Development Experience
- Microsoft .Net technologies C#, ASP.NET, VB.NET, ADO.NET, Web Services, and Windows Communication Foundation WCF
- Software Development Experience with HTML & CSS
- Experience with Web Services & Frameworks including REST and SOAP
- Experience with JavaScript Object Notation (JSON), JavaScript frameworks like Node.js, React or Angular
- Experience with DB Query Languages including Oracle PL/SQL and Microsoft T/SQL
- RedHat Enterprise Linux (RHEL) Experience
- Experience with API Testing tools including SoapUI, Postman and JMeter
- Experience with Relational Database Microsoft SQL Server or higher
- Experience with XML technologies
- Experience integrating with IDAM systems using SAML / XACML/SPML/SSO
- Excellent communication and teamwork skills
- Customer interface experience
Preferred Qualifications
- Experience with Identity and Access Management (IdAM) systems and processes, particularly with Okta Integration
- Experience with Amazon Web Services (AWS) Technologies
- Experience with Software development tools such as GitLab and Jenkins
- Experience with Docker, Kubernetes and OpenShift
- Experience with software scanning tools such as SonarQube and Tenable, and experience fixing Security Scan findings
- Experience with Integrated Development Environments (IDEs) such as Eclipse, JDeveloper and VS
