Hims & Hers is seeking a seasoned, business-minded Managing Counsel, Legislative and Policy to lead the legislative and policy-related vertical within the legal team and partner closely with business units across the organization. In this role, you will be responsible for strategic legal guidance on a wide array of legislative, policy, and public affairs issues and initiatives, helping drive business goals while effectively managing legal risk. This is a key legal leadership position for an experienced legislative or policy attorney eager to help shape the legislative legal team in a high-growth, dynamic, mission-driven healthcare company. This role will be accountable for the overall strategy, performance, and risk management within the subject matter area, exercising broad discretion and authority.

You Will:

  • Lead the company’s legislative legal function, advising on a broad range of legislative and policy matters across all jurisdictions where the company does business, including support of federal, 50 state, and international legislative and regulatory activities.

  • Provide strategic counsel to the Government Affairs and Communications teams, and senior leadership on issues related to the company’s policy agenda, including compounding, pharmacy operations, data privacy, artificial intelligence, corporate practice of medicine, direct-to-consumer telehealth, and more.

  • Oversee and support the review of talking points, briefings, proactive and reactive legislative initiatives, federal and state agency rulemaking, proactive or reactive policy communications, company policy principles, playbooks, collateral, and more.

  • Advise on the legal impact of proposed laws, rules, and regulations at the federal, state, and international level.

  • Collaborate with the Government Affairs team on various federal and state policy strategies, while cross-coordinating with other legal team stakeholders, including the litigation, product, and privacy teams.

  • Lead legal engagement with various trade associations and provide legal insights in meetings with external consultants.

  • Monitor evolving trends in Federal and state laws, rules, and regulations which have a material impact on the business, and translate them into practical recommendations for the business.

  • Mentor and manage a team of legislative counsel and legal professionals, contributing to a culture of collaboration, excellence, and professional growth.

  • Manage outside counsel when needed.

You Have:

  • J.D. from an ABA-accredited law school and current active license to practice law in at least one US jurisdiction.

  • 12+ years of legal experience, including significant in-house legislative or policy counsel experience at a high-growth, highly regulated company; healthcare experience is strongly preferred.

  • Deep expertise in one of the following policy and legislative areas: AI, consumer health data privacy, direct-to-consumer telehealth, corporate practice of medicine, compounding, or pharmacy operations.

  • Demonstrated ability to build strong, trust-based partnerships with business leadership and legal peers.

  • Strong leadership and team development experience, with a track record of mentoring and managing attorneys and other legal professionals.

  • Excellent written and verbal communication skills, especially in translating complex legal issues into clear, actionable guidance.

  • A proactive, solutions-oriented mindset, with the ability to navigate ambiguity and scale legal processes in a growing organization.
