About the Role

As Onebrief becomes the enterprise application for military operations, we are seeking an experienced Manager of Technical Program Management (TPM) to lead and scale the TPM function within our Infrastructure & Security Operations organization. This role combines strategic people leadership with hands-on ownership of mission-critical programs that underpin secure, reliable delivery of our defense software products.

The ideal candidate has a proven record of driving complex, cross-functional technical initiatives—from cloud infrastructure and cybersecurity to identity, networking, and distributed systems. You will be responsible for shaping program execution excellence, maturing our delivery processes, and ensuring successful outcomes for both internal stakeholders and government customers.

You are a decisive forward-thinking leader who aligns talent, strategy, and execution around a clear mission driven vision in a fast moving environment. You set a high bar, align teams around intent, and empower others with the context and confidence they need to execute. You take on the toughest challenges, prioritize them and see them through to resolution. You are able to balance strategic vision with operational rigor, knowing when to zoom out to shape direction and when to dive into details to unblock progress. Calm under pressure and grounded in sound judgment, you build strong teams through accountability, transparency, and follow-through.

What You'll DoLeadership & People Management
  • Lead, mentor, and grow a team of Technical Program Managers responsible for high-impact cross-functional programs with visibility across the C-suite.

  • Build a culture of accountability, clarity, transparent communication and operational excellence.

  • Establish best practices across planning, execution, metrics, and stakeholder communication.

  • Collaborate closely with engineering, security, product, and customer teams to align priorities and remove blockers.

  • Foster trust-based relationships with internal and external partners.

Program Ownership
  • Accountable for full lifecycle program outcomes.

  • Own and drive end-to-end delivery of complex, multi-disciplinary technical programs.

  • Translate strategic objectives into detailed program plans, milestones, and success criteria.

  • Identify risks and interdependencies early; develop mitigation paths and drive resolution.

  • Ensure programs meet compliance, accreditation, and cybersecurity requirements relevant to U.S. national security customers.

  • Lead cross-functional execution rhythms such as program reviews, decision forums, and readiness assessments.

Technical Leadership
  • Provide technical insight to ensure program decisions are feasible, scalable, and aligned with modern best practices.

  • Advocate for security, reliability, and architectural integrity in all program decisions.

  • Partner with engineering leads to shape infrastructure strategy—including cloud architecture, networking, identity services, distributed systems, DevSecOps, and cross-domain solutions.

Executive Communications
  • Provide transparent and timely updates to Executive Leadership.

  • Translate complex strategy into actionable priorities across the team.

  • Foster alignment by ensuring consistent messaging across all departments.

  • Serve as a primary communication bridge among executives, engineering teams, and government customers.

What We Look For
  • 10+ years of experience in Technical Program Management or equivalent roles.

  • 5+ years of people management experience leading TPMs or cross-functional technical teams.

  • Demonstrated success delivering large-scale infrastructure, security, or distributed systems programs.

  • Prior experience in government, defense, aerospace, or national security software environments

  • Exceptional communication, organizational, and stakeholder management skills

  • Strong technical acumen in several of the following:

    • Cloud infrastructure (AWS preferred)

    • Identity and access management

    • Networking and connectivity architectures

    • Security and compliance (FIPS, TLS, dedicated hosts, DoD impact levels, security controls)

    • Cross-domain solutions

    • Distributed systems and backend infrastructure

Preferred Qualifications
  • Active Top Secret security clearance

  • Experience building Technical Program Managers disciplines in fast-growing organizations

  • Familiarity with secure systems accreditation (DoD CCSRG, RMF, ICD 503, etc.)

  • Background in software engineering, systems engineering, or cloud architecture
