Job Description Summary:

The Manager, Program Planning will manage Planning operations on a large Business Area, and will manage a team of Planners that support the portfolio. This role will be accountable for adherence to Draper and government policies and best practices in the area of scheduling/EV.

Job Description:

Duties/Responsibilities

  • Lead a team of Planning professionals supporting one of Draper’s largest business areas
  • Work with Planning Director to develop functional policies and procedures and flow them down to unit or sub-unit.
  • Support development and maintenance of program Integrated Master Schedule (IMS) in MS Project, based on requirements and scope provided by the customer
  • Interacts with customer to address Planning issues and coordinate deliverables
  • Briefs senior and executive leadership on program status and other schedule details
  • Detail plan and maintain the IMS throughout the program’s lifecycle that incorporates contractual and programmatic changes into the IMS in order to maintain realistic, current contract schedule baselines
  • Ensure the IMS is compliant with government customer requirements throughout all program phases
  • Ensure the IMS is resource-loaded for applicable scope with target budgets and demonstrates thorough cost and schedule integration
  • Lead and conduct detailed performance capture and analysis of the IMS and supporting documents to ensure quality, completeness and compliance.
  • Support EAC and LRE processes as they relate to the Program IMS
  • Lead the development and maintenance of the Program Master Phasing Schedule using Milestones Professional Software.
  • Partner with the Program Office to ensure integration of program plans and schedules across company functional groups including finance, engineering, procurement, operations, manufacturing, and quality.
  • Identification and implementation of project management processes, tools, program planning, and control practices for new pursuits and existing programs. 

Skills/Abilities

  • Experience in developing the Program IMS according to EVMS requirements
  • Experience leading Program Planning teams
  • Proficient using software designed for creating and maintaining industry related schedules. (MS Project, Primavera, Open Plan, or similar scheduling software)
  • Proficient in analyzing industry-standard Planning metrics and disseminating that information to program leadership
  • Proficient with developing Integrated Master Schedules (IMS) and/or evaluating critical path and/or workflow.
  • Ability to work in a fast-paced environment
  • Familiar with Agile planning and execution
  • Experience leading planning effort on a program with external EV reporting and DFARS EV clause invoked.
  • Experience with integration of subcontractors and operations into program plans, schedules and financial tracking.
  • Proficiency with PMX tool suite or similar program management systems

Education

  • Requires a Bachelor’s Degree in Accounting, Finance, Business Administration, or related field of study.

Experience

  • Minimum of 10 years of professional experience in Program Management and/or Program Planning & Scheduling with a Bachelor's Degree; may substitute with a minimum of 7 years’ experience along with Master's Degree.

Additional Job Description:

Active Secret Clearance with ability to obtain Top Secret Clearance is required.

The US base salary range for this full-time position is

$117,500.00 - $307,500.00

Our salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training. Union ranges will be in compliance with the collective bargaining agreement's approved rates by location and role.
