What Will You Be Doing?

Responsible for MEL Program management to include creation/ maintenance of the Minimum Equipment List (MEL) and MEL Management Manuals (MMM), Configuration Deviation List (CDL), Non-Essential Equipment and Furnishings List (NEF), and Time Deferred items (TDI) manual, and to comply with current FAA and manufacturer documents (including the Master Minimum Equipment List (MMEL) in compliance with 14CFR 121.628 to ensure for an Acceptable Level of Safety (ALoS).

Essential Functions

  • Lead the MEL Capture Coordinator personnel in the monitoring, reporting, and coordinating of all resolution actions to restore the aircraft to type designDevelop and administer MEL/CDL/NEF and interfacing manual specifications for conditions and limitations in the form of placard, maintenance procedures, crew operating procedures and other restrictions to airworthiness requirements and ensure safety requirements are maintained.
  • Manage, prioritize, and accomplish the internal MEL/ CDL revision.
  • Review Master MELs and disposition changes to the MEL/CDL/NEF to maintain the Type Certificate Data Sheets and Type Design for Frontier Airlines.
  • Manage revision requests to ensure timely FAA approval.
  • Ensure changes meet regulatory requirements, comply with Frontier standards and policy, and fully interface with Maintenance & Operations functions, Aircraft Flight Manual Limitations, Emergency Procedures or Airworthiness Directives ensuring compliance with FAA MMEL, Operations Specifications, ICAO and internal manuals.
  • Liaise with the FAA regarding MEL/CDL/NEF and TDI work.
  • Provide technical, operational, and policy support to the Frontier Airlines MEL steering Committee.
  • Coordinate the other Frontier teams in publishing of MEL/CDL/NEF and other manuals.
  • Provide timely corrective actions for deficiencies noted by the FAA or internal investigations.
  • Facilitate (schedule/prepare/record minutes) quarterly and ad hoc MEL Steering Committee meetings.
  • Provide communications (i.e. “Summary of Changes”, “Revision Notice”) as necessary.
  • Coordinate with JAA and DGAC for MMEL proposals.
  • Serve as “focal” for all MEL, CDL, NEF and TDI manual issues, and resolve MEL Dispatch considerations when interpretation/clarification is required.
  • Work with Lead Airline for MMEL industry solutions.
  • Represent Frontier Airlines through participation in FOEB for MMEL industry activities.
  • Schedule and facilitate meetings with the FAA concerning MEL/CDL/NEF Program and TDI Program (revisions, temporary revisions, FAA issues).
  • Coordinate with Frontier Supplemental Type Certificate (STC) partners to maintain MEL/CDL/NEF and TDI currency.
  • Support MX Control Duty Manager to ensure FMIS tasks entries and updates are completed as required.
  • Vol.D  Maintain familiarization with the training requirements necessary as defined by the GMM 100: Maintenance Training Program and ensure training is current prior to performing the functions and tasks of this  position.

Other Functions

  • Identify safety concerns, issues, incidents or hazards that should be reported and report them whenever possible and by any means necessary including Frontier’s confidential reporting systems (Aviation Safety Action Program (ASAP) or Maintenance Safety Action Report (MSAP))
  • Responsible for adhering to all applicable laws, regulations (FAA, OSHA, DOT, etc.) and Company policies, procedures and risk controls
  • Fulfill safety accountabilities as prescribed by Frontier’s Safety Management System (SMS)
  • Promote Frontier’s #1 commitment to safety as a Safety Ambassador, supporting Frontier’s SMS components, Safety Policy and behavioral standards
  • Potential need to work flexible hours and be available to respond on short notice
  • Assist with light cleaning of the aircraft when working or traveling on Frontier flights, and if time permits,
  • Uphold Frontier’s safety performance metric goals and understand how they relate to their duties and responsibilities

Qualifications

  • Valid FAA Airframe and Powerplant license required
  • High School Diploma/General Education Diploma required, Bachelor’s Degree in Aviation Engineering or other applicable discipline preferred
  • Minimum (7) years Airline or Transport Category Aircraft experience required
  • Minimum (5) years of experience on Airbus aircraft required
  • Minimum (5) years of experience interfacing with the MEL Manual for purposes of aircraft operations required
  • Minimum (5) years of aircraft maintenance programs or technical writing experience
  • Commercial or private Pilot License preferred

Knowledge, Skills and Abilities

  • Technical Writing, Typing/ Word Processing experience desirable
  • Experience in the following software products; Microsoft Office, Adobe Acrobat (professional version)
  • Knowledge of XML applications desirable
  • Maintain FAA Airman (A&P) ATMS Certification and Training Qualifications through F9 training
  • Available for occasional overnight travel (10%)
  • Must pass a ten (10) year background check and pre-employment drug test
  • Strong attention to detail and written and verbal communications skills
  • Must be an independent worker capable of excelling in a highly accountable environment
  • Must be dependable as demonstrated through regular attendance and punctuality, timely and accurate completion of duties and tasks
