Summary

We're hiring a Manager – Pre-sales Business Development (US IT government sector) to lead our efforts in capturing and crafting strategic IT focused proposals for the public sector and commercial sectors. Collaborate with Senior Leadership to shape winning strategies, analyze RFPs and RFIs, and create well-structured proposal outlines. Oversee teams, ensure compliance, and leverage your extensive IT knowledge to drive business growth. Your expertise in diverse IT services and contract mechanisms will be key to securing successful contract awards. Responsibilities:


1.Lead Capture:

• Identify potential leads and opportunities within the IT services sector, particularly in the federal domain.

• Conduct research to understand client needs, pain points, and requirements for crafting tailored proposals.

2.Partnership Building:

• Cultivate relationships with other companies within the industry to explore partnership opportunities.

• Identify potential partnerships for both prime and subcontractor roles in federal projects.

• Collaborate with business development and legal teams to establish and formalize partnership agreements.

3.Federal Proposal Management:

• Coordinate proposal kickoff meetings to outline proposal strategy, win themes, and proposal schedule.

• Develop and maintain proposal schedules, outlining milestones and responsibilities for various team members.

• Lead proposal review meetings, ensuring content accuracy, compliance, and alignment with client requirements.

4.Content Development:

• Review and edit proposal content to ensure clarity, coherence, and compliance with RFP requirements.

• Collaborate with technical experts and proposal writers to develop persuasive and technically accurate proposal narratives.

• Craft executive summaries and other sections to effectively communicate value propositions to clients.

5.Continuous Improvement:

• Analyze the outcomes of proposal efforts and gather feedback for process improvement.

• Stay updated with industry trends, federal regulations, and best practices in proposal development.

• Implement lessons learned from previous proposals to enhance the quality of future submissions.

Knowledge & Skills:

• Bachelor’s degree (equivalent experience will be considered).

• Minimum of 5 years of experience in Business Development and Capture (IT-focused) proposals for the public sector (including state and federal government) as well as commercial customers.

• Extensive expertise broad spectrum of IT services, ranging from Enterprise Software Development, Large-Scale System Integration, Digital Transformation, Cloud Migrations, and CRM development, QA testing, DevOps, data migration, database management, IT project management, IT Consulting, Managed IT Services and beyond.

• Strong collaboration with technical subject matter experts (SMEs) and IT professionals to gather the most current and relevant insights, ensuring that proposal content remains accurate, up-to-date, and well-aligned with the dynamic nature of IT services.

• Proven track record of aligning proposals with the ever-evolving landscape of IT technologies and methodologies, ensuring that proposed solutions are cutting-edge, future-proof, and aligned with the digital transformation strategies of local and state government entities.

• Proven track record of successfully leveraging diverse contract mechanisms to drive business growth in the public sector, demonstrating an ability to align proposals with the specific requirements and preferences of state and federal contracting entities.

• In-depth familiarity with various contract vehicles prevalent at both state and federal levels, encompassing but not limited to GSA Schedules, IDIQ contracts, cooperative purchasing agreements, state master agreements, and state-specific procurement mechanisms.

• Excellent written and verbal communication skills to effectively lead Business development teams and convey complex concepts clearly.
