Overview

ITC Defense is looking for an experienced, part-time Logistics Specialist for International Programs, Senior, to provide advanced logistics, life cycle, and acquisition support to Foreign Military Sales (FMS) and international partners in support of PMA-201. In this role, you’ll help make sure our international partners receive aviation, weapon system, and support equipment capabilities that are fully supported and sustainable from initial case development through fielding and long-term sustainment.

This is a senior-level role for a logistician who knows Integrated Product Support (IPS) from end to end, including supply support, maintenance planning, configuration management, technical data, packaging, handling, storage, and transportation (PHS&T), and sustainment planning. You’ll conduct logistics analyses that inform program decisions and keep efforts compliant with DoD acquisition policy and security cooperation requirements.

The position also carries specialized explosive safety and ordnance logistics responsibilities. You’ll develop Explosive (Ex) Packages, Interim Hazard Classifications (IHCs), Final Hazard Classifications (FHCs), and related documentation for munitions supporting international programs. If you have a background in both FMS logistics and ordnance or explosive safety, this role puts both to work.

Responsibilities

International Logistics & Program Support

  • Provide senior-level logistics expertise to support planning, execution, sustainment, and life cycle management of international aviation and weapons programs.
  • Develop, review, and update acquisition logistics products, including Life Cycle Sustainment Plans (LCSPs), Logistics Assessments, manpower and sustainment analyses, and supporting documentation.
  • Support FMS case development throughout the case life cycle, including Letter of Request (LOR) review, Pricing & Availability (P&A) and Letter of Offer and Acceptance (LOA) development, requirements definition, planning factors, logistics data review, and sustainment planning for international customers.
  • Coordinate with engineering, financial, contracting, security, and program management stakeholders to integrate logistics requirements across international programs.
  • Make sure all logistics deliverables meet international program requirements, DoD acquisition policy, security cooperation guidance, and country-specific constraints such as releasability and technology transfer considerations.
  • Conduct logistics risk assessments, identify supportability gaps, and develop and track mitigation strategies.
  • Support technical data development, logistics metrics, provisioning data reviews, supply chain planning, and configuration management actions.
  • Lead logistics planning for delivery, fielding, sustainment, and training for international partners, including Total Package Approach considerations.
  • Prepare briefings, reports, and technical documentation for program reviews, Program Management Reviews (PMRs), and international engagements.
  • Mentor junior logistics staff and share subject matter expertise across the program team as needed.

Explosive Safety & Ordnance Logistics

  • Develop, review, and coordinate Explosive (Ex) Packages for munitions, ordnance components, and weapon systems associated with international programs.
  • Prepare, validate, and process Interim Hazard Classifications (IHCs) and Final Hazard Classifications (FHCs) in accordance with DoD, NAVAIR, NAVSEA, and applicable service-specific explosive safety standards.
  • Coordinate with explosive safety offices, engineering teams, test activities, and program managers to collect the test data and technical information required for hazard classification determinations.
  • Make sure ordnance logistics processes comply with DoDM 6055.09, MIL-STD-2105, and other relevant explosive safety guidance.
  • Support international shipment planning by reviewing storage, handling, transportation, and packaging/marking requirements for hazardous materials, including domestic and international transportation regulations.
  • Track ordnance-related logistics tasks, approvals, timelines, and documentation deliverables, and keep stakeholders informed of status and risks.
  • Provide logistics support for risk assessments and readiness evaluations involving explosive materials.
  • Other duties as assigned.

Requirements

  • Master’s degree from an accredited college or university and more than ten (10) years of experience in a field related to logistics, program management, FMS, acquisition, life cycle management, planning, or technical/business analysis.
  • A Bachelor’s degree from an accredited college or university and four (4) years of additional related work experience may be substituted for a Master’s degree.
  • Must possess an active U.S. Secret Security Clearance or have the ability to obtain and maintain one. U.S. citizenship is required.

Preferred Qualifications

  • Experience in logistics support for U.S. Navy, Marine Corps, or other Service-level international programs.
  • Thorough understanding of DoD acquisition logistics, FMS logistics, sustainment planning, supply support, provisioning, and configuration management.
  • Working knowledge of the Security Assistance Management Manual (SAMM) and FMS case processes; familiarity with systems such as DSAMS or SCIP is a plus.
  • Direct experience with ordnance, energetic materials, explosive safety compliance, and hazard classification processes.
  • Experience preparing Ex Packages, IHCs, FHCs, or related ordnance documentation.
  • Familiarity with NAVAIR, NAVSEA, and NAVSUP logistics processes and sustainment systems.
  • Proficiency with Microsoft Word, Excel, PowerPoint, SharePoint, and data management tools.
  • Strong written and verbal communication skills, especially in preparing logistics briefs and international program documentation.
  • Ability to work independently, manage multiple priorities, and deliver quality products in a part-time, remote environment.
