CACI is seeking a Senior Consultant (Legacy System Export Developer for PeopleSoft and Oracle E‑Business Suite HCM) to support a large federal HCM modernization initiative. You will help migrate federal civilian employee records from legacy HR systems into Oracle Fusion Cloud HCM across multiple agencies. This is a remote role with limited travel and high impact on mission outcomes. You will own extraction, validation, and transformation of HR data; map legacy schemas to Oracle Fusion HCM Data Loader formats; and ensure all extracts meet EHRI standards and data quality thresholds needed for successful migration.

This position is primarily remote; however, candidates may be required to report onsite in Reston as business needs arise.

Responsibilities

  • Develop SQL and PL/SQL extraction programs to export employee data from PeopleSoft HRMS and Oracle EBS HCM databases, covering personal data, job history, compensation, benefits, positions, and organizational structures.

  • Analyze agency‑specific configurations and custom fields; produce comprehensive mapping from legacy schemas to Oracle Fusion HCM HDL file formats.

  • Build PeopleSoft Application Designer and Application Engine processes that deliver automated, repeatable extraction routines supporting iterative mock migrations and final cutover.

  • Develop Oracle EBS concurrent programs and extraction packages to ensure complete export of HR, payroll, and benefits data.

  • Create SQR reports and validation queries to verify extraction completeness, integrity, and EHRI compliance prior to ETL handoff.

  • Design and execute data profiling to identify data quality issues, orphaned records, incomplete fields, and customizations that require special treatment.

  • Maintain PeopleSoft and EBS legacy environments used for extraction development and testing, including schema refreshes, access management, and performance tuning for large‑volume exports.

  • Collaborate with agency legacy system administrators to understand custom configurations, interfaces, and dependencies that influence extraction scope and sequencing.

  • Develop reconciliation procedures comparing legacy record counts and key elements to extraction outputs to ensure zero data loss.

  • Document extraction procedures, mapping specifications, and known data quality issues per SAFe Agile artifact standards.

  • Support cutover activities during go‑live events, executing final extraction runs, validating outputs, and resolving extraction issues within tight windows.

  • Apply established methods and standards to independently resolve functional and technical issues of moderate scope; consult senior staff on complex or unfamiliar problems.

  • Communicate clearly with project team members and stakeholders to report progress, explain technical approaches, and support collaborative problem solving across Agile Release Train ceremonies.

Qualifications — Required

  • Bachelor’s degree and 5 years of relevant experience (additional experience may substitute for degree).

  • 5 or more years of experience in database development, data extraction, or database administration for enterprise HR systems.

  • 3 or more years of hands‑on experience with PeopleSoft HRMS (Application Designer, Application Engine, PeopleCode, SQR) and/or Oracle E‑Business Suite HCM (concurrent programs, PL/SQL packages, HR module tables).

  • Strong SQL and PL/SQL development skills; experience writing complex extraction queries against large HR databases with more than 100,000 records.

  • Experience mapping legacy HR schemas to target system formats for migration projects.

  • Knowledge of HR data domains including demographics, job history, position management, compensation, and benefits.

  • Experience with data validation, profiling, and data quality assessment.

  • Familiarity with Agile and SAFe methodologies and iterative migration approaches, including mock conversion cycles.

  • Ability to obtain and maintain a Public Trust clearance (U.S. Citizenship required).

Qualifications — Desired

  • 7 or more years of experience in legacy HR system data extraction and migration, with specific experience on federal HR system modernization projects.

  • PeopleSoft tools and technology expertise (PeopleTools 8.5x, Application Engine, Component Interface, Integration Broker).

  • Oracle DBA certification (Oracle Certified Professional).

  • Direct experience with EHRI data standards and federal personnel data reporting requirements.

  • Experience with Oracle Fusion HCM Data Loader and HCM Spreadsheet Data Loader file specifications.

  • Knowledge of federal HR data elements including Nature of Action codes, Standard Form 50 data, and position classification structures.

  • Experience delivering large‑scale migrations of 500,000 or more employee records across varied source systems.

  • Experience with Oracle Cloud technologies such as Oracle Integration Cloud and Oracle Cloud Infrastructure in enterprise HCM or ERP environments.

The proposed salary range for this position is:

$75,200-$158,100
