Lead Program Manager, Developer Outreach

Summary

We are looking for a Lead Program Manager to join our team and manage our Developer Outreach program portfolio. This role reports to the Chief of Staff to the Chief Product and Technology Officer. As the Lead Program Manager, you will independently lead the strategic alignment, design, delivery, and evaluation of critical WMF programs related to volunteer developers and our Hackathons. You will work across multiple teams, departments, and Wikimedia stakeholder groups to deliver programs that achieve impact in strategic areas of change and development.  

The Lead Program Manager should oversee all aspects of the programs in their portfolio, including achieving alignment, tracking and resolving cross-functional dependencies, and resolving risks and blockers. They are someone who is a great cross-functional relationship builder, able to focus a large and diverse group around common strategic outcomes, who takes a flexible approach to program and change management amid ambiguity.

This is a remote position working with internationally distributed teams. Typical working hours are standard working hours for the Eastern US time zone (UTC -4 / -5).

You are responsible for:

Program Design & Planning

  • Understanding our technical contributors user experience and needs
  • Defining objectives of all developer outreach programs
  • Develop programs that respond to strategic opportunities for impact and develop approaches to ensure their successful execution
  • Develop and drive strategic roadmap for the program portfolio
  • Drive quarterly planning process for assigned programs (e.g. OKRs)

Program Delivery

  • Lead all aspects of the delivery of the developer outreach programs
  • Manage and facilitate dynamic in-person and virtual events and workshops focused on Wikimedia’s technical ecosystem and technical skill development for diverse international audiences
  • Manage the creation of materials related to program delivery for in-person, hybrid, and virtual learning and community building settings
  • Lead and mentor a team of outreach coordinators, including providing work breakdown, guidance, coaching to all team members
  • Support community organizations to implement related programming to expand reach with target audiences
  • Manage budgets and resources for outreach activities, including contracting and managing external vendors and consultants as required
  • Manage teams across functional boundaries, both internal and external
  • Communicate overall vision and direction of the portfolio to various stakeholder audiences

Program Evaluation & Reporting

  • Design program evaluation plans
  • Establish milestones and monitor adherence to overall plans and schedules
  • Develop and report upon relevant qualitative and quantitative project metrics
  • Prepare reports and presentations to communicate program outcomes and progress toward strategic goals, to both internal and external stakeholders

Stakeholder Management

  • Build and maintain relationships with community leaders, organizations, and stakeholders
  • For each program, identify relevant stakeholders, develop a shared understanding of program goals among them, keep them aligned, and ensure they understand their commitments to program goals and other stakeholders
  • Serve as the core spokesperson and advocate for the program

Additional responsibilities

  • Will require some international travel, for supporting in person events such as the annual Wikimedia Hackathon and Wikimania Hackathon.

Skills and Experience:

  • 8+ years experience managing multi-stakeholder groups with staff, partner organizations, and volunteers
  • 8+ years experience in community management or technical event management, including a portfolio of past projects related to technological and social change
  • Proven track record of having positive impact on large teams and complex projects, effectively balancing competing priorities, and delivering results
  • Strong program management skills: prioritization, organization, planning, time management, facilitation, problem solving, and decision-making
  • Experience mentoring others
  • Excellent written and verbal communication skills in English and executive presentation experience
  • Ability to build rapport and influence with distributed teams representing various cultures, featuring different communication and learning styles
  • Ability to interact effectively and develop effective working relationships with all levels of management, staff and communities
  • A commitment to and experience in creating a culture of equity, inclusion, and diversity
  • Ability to engage with a large amount of complexity and move from ambiguity to clarity
  • Ability to communicate and collaborate with both deeply technical and non-technical stakeholders
  • Detail oriented with an ability to keep big picture in mind

Additionally, we’d love it if you have:

  • Experience working in an international organization that has a distributed workforce 
  • Experience working within a movement with strong culture and values
  • Experience working with online communities, particularly as part of the free culture movement
  • Fluency in languages other than English
  • Global perspective, with significant experience living or working internationally
  • Bonus points for experience contributing to Wikipedia and the other Wikimedia projects

The Wikimedia Foundation is a remote-first organization with staff members including contractors based 40+ countries*. Salaries at the Wikimedia Foundation are set in a way that is competitive, equitable, and consistent with our values and culture. The anticipated annual pay range of this position for applicants based within the United States is US$126,234 to US$192,381 with multiple individualized factors, including cost of living in the location, being the determinants of the offered pay. For applicants located outside of the US, the pay range will be adjusted to the country of hire. We neither ask for nor take into consideration the salary history of applicants. The compensation for a successful applicant will be based on their skills, experience and location.
