Great Hill Solutions is seeking an IT Project Manager to support project management efforts for a large Department of Defense (DoD) agency in the National Capital Region. This position supports the IT program team and will maintain an overall program Integrated Management Schedule (IMS) while leading delivery of multiple stakeholder engagement and reporting requirements. The candidate will also work with the program management team on other deliverables as requested by the client.
The candidate must have 8+ years managing legacy system modernization projects involving all aspects of program/technical project management. In addition to program/project management skills, the candidate will have the technical knowledge needed to provide oversight and guidance to the military departments (MILDEP) responsible for executing their IT modernization projects. This includes significant experience with system engineering and system development methodologies. A prior history managing projects involving at least two of the following technical areas is required: 1) legacy mainframe modernization and application consolidation/rationalization; 2) data, business process and compliance management; and 3) DoD acquisition regulation and DoD supply chain concepts. One key requirement is that the candidate must be proactive in working any task to support the team, as the program and various project teams are very dynamic and are staffed by contractor resources from different companies as well as civilians. Skills must include a strong communication ability in order to manage team dynamics and effectively lead a team.
Responsibilities include, but are not limited to:
- Build, maintain, and review integrated master schedules for programs in a DoD agency.
- Identify and track activities, tasks, milestones and estimates of completion.
- Identify and track all items that require governance oversight, whether a decision or action.
- Deconflict schedules when needed.
- Present recommendations to the team informed by technical and schedule status, programmatic and budget constraints, and client requirements.
- Develop guidance and provide oversight and detailed feedback to MILDEPs as they plan and execute their projects from requirements analysis through development, test, and deployment following best management practices for agile, waterfall and hybrid projects.
- Perform overall program performance analysis, status reporting, and risk identification and mitigation.
- Coordinate activities between various entities within the Departments' IT organization and business owners while managing stakeholders impacted by the project.
- Develop guidance for and provide feedback for MILDEP program management plans, including but not limited to project schedules (IMS), budgets and cost estimates, acquisition strategies, governance and configuration management plans, training plans and roadmaps, and risks and mitigation strategies
- Develop or support development of briefings and meeting documentation, status reports, financial/budget analyses, annual budgets, program document library, and other applicable program documentation.
Basic Qualifications:
- Bachelor’s degree from an accredited university or college.
- 10+ years of professional experience, including experience managing IT projects/initiatives in a DoD environment, including system engineering and cost/schedule/performance responsibility.
- 10+ years of experience in software development lifecycles, including waterfall, traditional, and agile.
- Must have experience in BCAC (Business Capability Acquisition Cycle).
- Active SECRET clearance (an Interim Secret is acceptable).
- Must have strong communication skills and the ability to brief various levels of executives, both verbally and through written updates.
- Must have the ability to understand the intersection of business context and IT activities in order to communicate with multiple groups of stakeholders, from business owners to technical teams (developers, etc.).
- Must have excellent writing skills, and the ability to work independently in Microsoft Office, specifically PowerPoint, Word, and Excel.
Desired Skills:
- PMP and/or agile certification is a plus.
- Experience with Microsoft Project and Earned Value Metrics.
- Master’s degree a plus.
- Some knowledge of or background in foreign military sales is helpful.
- Experience in acquisitions and finance associated with large DoD programs, including methods for developing IGCEs (Independent Government Cost Estimate).
