We're looking for a proactive and detail-oriented Project Manager to join our team full-time. This role is key to ensuring the successful execution of all tasks outlined in the Performance Work Statement (PWS), with a focus on contract management, quality assurance, and technical oversight.
Key Responsibilities
• Work with Program Manager to develop and submit a Contract Management Plan within 30 days of contract award, ensuring alignment with NPS expectations.
• Work with Program Manager to create a Quality Assurance Surveillance Plan (QASP) to define performance standards, surveillance frequency, and acceptable defect rates.
• Work with Program Manager to implement a Quality Control Plan (QCP) to identify, prevent, and resolve service deficiencies.
• Provide regular reporting on task status, level of effort, and technical documentation.
• Offer recommendations on technical architecture, database support, customer support, security configurations, and emerging technologies.
• Responsibilities
• Develop and maintain a comprehensive Exit Plan for contract transition, including timelines, task areas, and risk mitigation strategies.
• Coordinate and execute a 45-day transition period plan, ensuring continuity of operations and minimal disruption to system performance.
• Provide a System Recovery Contingency Plan to address potential failures during transition and ensure operational resilience.
• Deliver a Technical Issues and Problems Report to inform the government and successor contractor of known system challenges and considerations.
• Facilitate knowledge transfer to successor contractors and government-designated third parties, including documentation, briefings, and operational walkthroughs.
• Ensure uninterrupted service delivery through the final day of the contract, supporting all logistics and operational workflows.
• Grant successor contractor personnel access to observe and document workflows, scheduling, equipment handling, safety, and security protocols.
• Manage the handoff and disposition of Government-Furnished Equipment (GFE) and Property (GFP), including shipping, receipting, and documentation in accordance with NPS Acquisition Regulations.
• Provide licensing and data rights information and ensure no data or programs are erased from GFP devices without written government consent.
• Revoke and return all security credentials (e.g., CACs, badges, vehicle passes, software access) within the transition period.
• Organize and store all work-related documents on designated shared drives, and provide a file plan outlining the structure.
• Document the status of all projects, including recent, current, and pending actions, in a Closeout Report.
• Ensure data integrity by preventing corruption, unauthorized changes, or loss of logistics or contract data.
• Support the government in preparing for Authority to Operate (ATO) by aligning transition activities with security best practices and STIG requirements.
• Respond to and remediate any security alerts related to administered database instances during the transition.
Qualifications
• Proven experience in project management, preferably in a federal or public sector environment.
• Bachelor’s degree in Business Administration, Information Systems, Project Management, or a related field.
• PMP or equivalent project management certification preferred.
• 5+ years of experience in managing IT or data-related projects, federal contract transition, knowledge transfer, or program closeout activities.
• Proven experience developing and executing transition and exit plans for large-scale government contracts.
• Strong understanding of federal acquisition regulations, GFE/GFP handling, and data rights management.
• Familiarity with system recovery planning, technical documentation, and contingency operations.
• Experience with security compliance frameworks (e.g., NIST, STIGs) and Authority to Operate (ATO) processes.
• Excellent organizational and communication skills, with the ability to coordinate across multiple stakeholders.
• Proficiency in preparing briefing materials, reports, and file plans for government review.
• Ability to manage sensitive data and ensure compliance with data retention and destruction policies.
• Strong attention to detail and ability to work under tight deadlines during transition periods.
• Strong understanding of contract management, quality assurance, and change management processes.
• Excellent communication, leadership, and organizational skills.
