Job Summary:
The IT Market Innovation & Market Liaison serves as IT's primary embedded partner with the COO and other key Market leaders, acting as the continuous feedback loop between business operations, market leadership, regulators, and IT delivery teams. They work independently with market partners and Product Owners, identifying opportunities, friction points, regulatory constraints, and innovation ideas, then translating them into actionable, prioritized technology solutions, including rapid AI-enabled capabilities. This role operates as the translation and acceleration layer capturing demand, surfacing insights, validating feasibility, and enabling speed, while ensuring alignment with IT strategy, architecture, security, and regulatory obligations. They are critical for enabling fast-to-market experimentation, especially in AI, analytics, automation, and digital workflows, without breaking compliance or core systems.
Essential Functions:
  • Work with Product Owners to refine and prioritize backlog items for maximum business impact.
  • Proactively identify opportunities to improve outcomes, efficiency, member/provider experience, and compliance through technology.
  • Capture and shape ideas for fast, iterative solutions, including AI-driven use cases (e.g., automation, insights, copilots, decision support).
  • Act as the first filter for business demand, distinguishing quick wins, pilots, and experiments from larger strategic initiatives.
  • Validate business value, urgency, and operational impact before escalating for prioritization.
  • Help translate business needs into clear, lightweight requirements, user stories, and problem statements for IT teams.
  • Help translate technical constraints, architectural considerations, and delivery tradeoffs into plain-language guidance for business leaders.
  • Facilitate solution discussions that balance speed, risk, regulatory compliance, and scalability.
  • Partner with Application Development and Product teams to shape solutions that are both innovative and compliant.
  • Support the IT Market Director in roadmap refinement by grounding strategy in real operational insight.
  • Identify and champion AI and automation opportunities that can be delivered rapidly using approved platforms, tools, and patterns.
  • Work with IT teams to pilot and validate AI use cases while ensuring governance, data privacy, and ethical guidelines are followed.
  • Help business teams understand what AI can, and cannot, do, setting realistic expectations and success criteria.
  • Support interactions with state regulators, auditors, and oversight bodies by aligning business requests with IT and compliance realities.
  • Assist in preparing and clarifying system-related responses, data requests, and corrective action plans.
  • Ensure regulatory requirements discovered in the market are clearly communicated back to IT and reflected in designs and changes.
  • Track regulatory-related technology issues through resolution, ensuring follow-through and visibility.
  • Monitor technology issues impacting business operations; ensure proper triage, communication, and escalation.
  • Provide structured updates to business leaders on progress, risks, and decisions.
  • Ensure that commitments made by IT or the business are clearly documented and tracked to closure.
  • Coordinate with vendors to ensure solutions align with business needs, IT standards, and regulatory expectations.
  • Facilitate communication across teams during pilots, enhancements, audits, and releases.
  • Perform any other job related duties as requested.

Education and Experience:
  • Bachelor's degree in Information Technology or related field required
  • Equivalent years of relevant work experience may be accepted in lieu of required education
  • Ten (10) years of experience in a hybrid role spanning Business Analysis, Systems Analysis, IT Liaison, Product, and/or Regulatory Operations required
Competencies, Knowledge and Skills:
  • Strong understanding of enterprise systems, data flows, and technology-enabled business processes
  • Ability to translate between business, technical, and regulatory stakeholders
  • Ability to work independently, take initiative and drive progress
  • Experience working in regulated environments (healthcare, insurance, financial services, or government programs)
  • Ability to manage ambiguity, competing priorities, and organizational dynamics while demonstrating resilience and professionalism throughout
  • Healthcare payer experience (Medicaid, Medicare, Marketplace, DSNP, or state-specific programs)
  • Exposure to AI, automation, analytics, or digital product delivery environments
  • Familiarity with Agile, product-based delivery, or modern SDLC practices
  • Understanding of APIs, integration patterns, claims/EDI systems, CRM/ERP platforms, or cloud technologies a plus
  • Ability to support regulatory audits or direct interaction with state agencies

Working Conditions:
  • General office environment; may be required to sit or stand for extended periods of time
  • May be required to work additional hours and/or outside normal business hours as needed to meet deadlines.
  • Ability to travel as required by the needs of the department.

Compensation Range:

$113,000.00 - $197,700.00

CareSource takes into consideration a combination of a candidate’s education, training, and experience as well as the position’s scope and complexity, the discretion and latitude required for the role, and other external and internal data when establishing a salary level. In addition to base compensation, you may qualify for a bonus tied to company and individual performance. We are highly invested in every employee’s total well-being and offer a substantial and comprehensive total rewards package.
