Information Management and GIS Officer

Job Purpose: The Information Management and Geographic Information Systems (IM/GIS) Officer is a critical component supporting quality mine action operations in Gaza. They ensure operational data is properly collected, quality controlled, and securely managed. They provide GIS services and products to support operations teams and managers’ decision-making and donor communications.

HALO is the world’s largest humanitarian mine action organization, addressing the impact and drivers of conflict in 30 countries and territories, with over 8,000 staff. Over 95% of our staff, including a growing proportion of women, come from the communities we serve.

Our primary duty is to serve people affected by conflict, clearing landmines and the explosive remnants of war that threaten lives and livelihoods long after fighting has finished. We make land safe where war has ended, while also assisting those affected by active conflict and endemic violence.

HALO began operations in Gaza in January 2025 in response to the widespread devastation following the events of 7 October 2023. Gaza has suffered extensive destruction to residential areas, infrastructure, and open land, leaving tens of millions of tonnes of debris contaminated with explosive ordnance (EO). Directly and through partners, HALO works to reduce the risk of EO affecting the humanitarian response, and to provide risk education to those affected. Alongside the UN, HALO aims to deliver a coordinated response, making a meaningful difference to the lives of the Gazan population.  

Quality information management and GIS is fundamental to HALO mine action operations. The IM/GIS Officer is critical to ensuring HALO’s operational activities are properly recorded, processed, analysed and disseminated. The IM/GIS Officer is required to maintain an in-depth understanding of the operating procedures adhered to by teams in Gaza, to establish effective systems that meet internal standards, and to advocated with partners for ‘best practice’ data management across the sector.  

Please note: Funding for this position is currently confirmed until the end of January 2027. We expect further funding to become available and are therefore optimistic about the continued availability of the role beyond this date.

• Maintaining internal IM systems to ensure accurate and efficient collection and storage across a range of mine action operations.
• Supervise, support and mentor staff who collect any form of data, and any future IM/GIS Assistants. 
• Produce live and static mapping and other GIS products and services to support operations and donor management teams.
• Management of data in HALO’s Global Operations Information Management System (GO-IMS) and any HALO Gaza specific systems.
• Establishing a clear data flow across HALO’s platforms and UNMAS’ with stated quality assurance and control mechanisms to ensure accuracy design and implementation of mobile data collection forms and data flows to assist efficient and effective field-level operations. 
• Support digital data transfers to either UNMAS IMS or IMSMA Core national database
• Design and maintenance of programme databases and datasets as required.  
• Designing and implementing training sessions with operational and support staff in the use of physical and digital/mobile data collection techniques.   
• Production of accurate, informative and creative mapping using ArcGIS Pro, ArcGIS Enterprise and Google Earth to inform and guide operations. 
• Maintenance and updating of existing ArcGIS Survey123 forms and creation of new ones
• Maintenance and updating of web service layers and web maps.
• Updating of ArcGIS Field maps offline areas for offline mapping and data collection
• Write and develop SQL queries for reporting and GIS purposes.
• Production of maps, infographics and other data visualisation to accompany donor reports, presentations and for other external publications and uses.   
• Use HALO internal data, open source, and other data with IM and GIS tools to produce analysis of the presence and impact of mines and other explosives.  
• Maintain and develop HALO’s prioritisation matrix using open sources, in line with operational requirements to identify areas in need of mine action support. 
• Represent HALO at IM Technical Working Groups for mine action sector
• Communicate regularly with Middle East Global IMO

General:

• Uphold HALO’s core values and standards, promoting its ethos and mission statement.
• Ensure familiarity with and adherence to all HALO policies and procedures, especially the code of conduct and safeguarding

Essential Requirements:

• Prior IM/GIS work experience, preferably within humanitarian or NGO sector
• Undergraduate degree in relevant discipline
• Demonstrated extensive experience using  ArcGIS Pro, ArcGIS Enterprise, Survey123 (or Kobo or ODK), Database management and SQL (either PostgreSQL, SQL Server, Oracle or equivalent), Google Earth, Power Apps, Microsoft Lists
• Professional working proficiency (minimum B2) in English and Arabic, both written and spoken.

Desirable Requirements:

• Native or fluent Arabic language
• Prior NGO experience
• Prior humanitarian mine action knowledge and experience
• Valid driving license
• HEAT trained
• GNSS/GPS field experience

Travel Requirements

• Rotation of eight weeks in Gaza, and two weeks out. Flexibility on this may be required at times.
• Continued employment is contingent on continued access to Gaza
• Ability to travel within the region for further training if required.

• 49 days annual leave per year, increasing to 56 days after 2 years’ service.

• Return economy flights provided for each rotation.
