Position Summary

The HR Specialist – Generalist will provide professional Federal human resources support across multiple functional areas, including staffing, personnel processing, classification support, employee and labor relations, benefits, training, career counseling, policy, records management, and related administrative HR activities.

The position will support the preparation and processing of Federal HR actions, review work for accuracy and regulatory compliance, maintain personnel records, assist with staffing and recruitment activities, produce analytical reports and work products, and provide guidance to HR staff and managers. The role requires practical experience performing Federal HR work in one or more functional areas and the ability to work accurately within established laws, regulations, policies, and procedural requirements.

Essential Duties and Responsibilities
  • Perform a broad range of Federal HR functions supporting staffing, classification, employee and labor relations, benefits, training, career counseling, policy, and personnel processing activities.
  • Prepare staffing-related documents and support recruitment and placement activities.
  • Draft vacancy announcements and coordinate announcement opening and closing dates and duty summaries.
  • Apply Office of Personnel Management qualification requirements, including minimum basic qualifications and specialized experience requirements.
  • Review job analysis information and ensure assessment questions and weighting appropriately distinguish highly qualified candidates.
  • Review applications, determine qualifications, and support issuance of referral certificates.
  • Apply Federal staffing rules and procedures, including category rating, merit promotion, student appointments, and noncompetitive appointment authorities.
  • Adjudicate veterans’ preference in accordance with applicable Federal requirements.
  • Document applicant and vacancy-announcement determinations in automated systems.
  • Audit and close staffing case files and ensure required documentation is complete and accurate.
  • Communicate with applicants regarding application status, process requirements, and application-related questions.
  • Process personnel actions and review HR transactions for accuracy, completeness, and compliance.
  • Maintain personnel records and HR files, including electronic Official Personnel Folder (eOPF) documentation.
  • Scan, upload, file, and maintain personnel documents in accordance with records-management requirements.
  • Manage and track personnel actions using applicable Federal HR systems.
  • Prepare analytical work products, reports, correspondence, and other HR documentation.
  • Analyze policy and provide guidance and support to HR staff and management.
  • Support HR programs and special initiatives as assigned.
  • Perform limited classification-related work, including position-description development or review, as assigned.
  • Maintain confidentiality and safeguard Personally Identifiable Information and sensitive personnel information.
  • May provide oversight or guidance to administrative or HR support personnel.

  • Ability to manage sensitive employee information and PII appropriately.
  • Ability to work independently and manage multiple HR transactions or cases in a deadline-driven environment.
Preferred Qualifications

I would make these preferred rather than mandatory unless the Government’s Q&A changes the requirements:

  • Prior Federal civilian HR experience.
  • Experience with Federal staffing and recruitment processes.
  • Experience applying OPM qualification standards and specialized experience requirements.
  • Experience with veterans’ preference adjudication.
  • Experience with category rating, merit promotion, student hiring, or noncompetitive appointments.
  • Experience with eOPF, FPPS, WTTS, USA Staffing, NFC, Monster Government Solutions, Workday, or comparable Federal HR systems.
  • Experience preparing or reviewing Federal position descriptions.
  • OPM Delegated Examining Certification.
  • SHRM-CP, SHRM-SCP, HRCI, or other relevant HR certification.
  • Prior experience supporting a Federal agency or Government contractor environment.
