Job Description:

The Training Program Manager is responsible for the oversight and supervision of the Training Unit. The Washington/Baltimore HIDTA offers the most current and progressive training courses available, all of which are specifically designed to enhance drug enforcement efforts. Courses are geared toward assisting law enforcement officers in the W/B HIDTA region to improve the knowledge, skills, and abilities needed to address illegal activity. Training courses are offered at basic to advanced levels, on a wide range of subjects.
Due to nature of this position applicant must be able to pass HIDTA Background Check and obtain a government issued Secret Level Security Clearance. This position is eligible for hybrid work. Four days per week on site and one day remote is required.

Responsibilities:

Customer service: Communication via phone & email with users for class registrations and basic program support. Manage training in HIDTA HOTTS program, which includes tracking training details, such as the number of trainings and total individuals who have received training.    

Develop training material: Utilize LMS to create asynchronous and synchronous courses, manuals, multimedia visual aids & other educational materials. Develop new training programs or modify and improve existing programs as needed.

Training evaluation: Evaluate/survey training needs and evaluate training provided. Evaluate instructor performance/effectiveness of training programs & recommendations for improvement.             

Reporting: Mange training budget and follow procurement policy and procedures. Provide monthly reports and measures for the W/B HIDTA Training Unit. Attend meetings and provide updates as requested by executive staff.

Training collaboration: Identify training opportunities, facilities, and instructors. Identify collaborative partners to share costs and host trainings.

Required Education and Experience

Education: Bachelor’s degree in education, business, criminal justice, Law Enforcement, Education, or a related field.

Experience: Three years of developing, delivering, managing or providing training and/or supporting a program of training.

  • Exceptional writing and public speaking skills

  • Proficient in Microsoft Office

  • Ability to work effectively in an interagency environment with federal, state & local law enforcement

  • Knowledge, skill and ability to exercise sound judgement to carry out activities independently

  • Excellent project management skills

  • Knowledge, skill and ability to supervise and manage a complex & diverse workforce

  • Knowledge, skill and ability for building relationships

  • Skill with the Adobe Creative Suite: Illustrator, Photoshop, InDesign & Adobe Acrobat Professional

  • Exceptional interpersonal skills: Communication, Creative Thinking, Conflict Management/Resolution, Superior Customer Service

  • Ability to develop and implement comprehensive training programs that align with law enforcement best practices and regulatory requirements.

  • Ability to assess training needs through surveys, interviews, and performance evaluations of law enforcement personnel.

  • Ability to develop engaging asynchronous and synchronous course materials and modules by utilizing learning management systems (LMS) to manage course structure and student progress.

  • Ability to design, develop, and update training materials, including scenario-based training, workshops, and instructor-led sessions.

  • Ability to coordinate and manage training schedules, logistics, and resources in collaboration with law enforcement agencies.

  • Ability to deliver training sessions and facilitate workshops as needed.

  • Ability to evaluate the effectiveness of training programs through feedback and performance metrics.

  • Knowledge to ensure compliance with federal, state, and local regulations regarding law enforcement training.

  • Ability to manage and maintain training records, reports, and documentation.

  • Ability to collaborate with internal and external stakeholders to ensure the relevance and quality of training content.

  • Knowledge to stay updated on industry trends, policies, and best practices in law enforcement training and professional development.

  • Ability to prepare training budget for department or organization.
