The Opportunity:

CACI is seeking Change Management & Training Specialists to support a transformational federal HCM modernization program. This initiative will change how federal employees interact with HR services, requiring comprehensive change management and training strategies.  You will develop and execute change management plans, create training curricula, and support agency adoption of Oracle Fusion Cloud HCM. This role combines organizational change management expertise with instructional design and training delivery.  We are building a Change Management Center of Excellence and seeking specialists passionate about driving successful technology adoption across federal agencies.

Responsibilities:

• Develop change management strategies and plans aligned with Prosci or similar methodologies

• Conduct stakeholder assessments and change impact analyses for agency transitions

• Create communications plans and materials for various stakeholder audiences

• Design and develop training curricula for Oracle Fusion HCM end users and administrators

• Develop training materials including instructor guides, job aids, quick reference cards, and e-learning modules

• Deliver instructor-led training sessions (virtual and in-person)

• Coordinate train-the-trainer programs for agency HR staff

• Measure training effectiveness and change adoption through assessments and surveys

• Support agency readiness assessments and go/no-go decision processes

• Develop resistance management strategies and coach agency leadership

• Create sustainment plans for post-go-live adoption support

Qualifications:

Required:

• Bachelor's degree + 4 years of relevant experience (additional experience may substitute for degree)

• 3+ years experience in organizational change management or training development

• Experience with change management methodologies (Prosci, ADKAR, or similar)

• Instructional design experience including curriculum development and training delivery

• Strong written and verbal communication skills

• Experience with adult learning principles and training delivery techniques

• Must be able to obtain and maintain a Public Trust clearance (US Citizenship required)

Desired:

• 6+ years change management/training experience (for Senior/Lead positions)

• Prosci Change Management Certification

• Experience with federal HR systems or federal agency transformations

• E-learning development tools (Articulate, Captivate, or similar)

• Oracle Fusion HCM user experience familiarity

• Experience with Oracle Guided Learning or similar in-application guidance tools

• Master's degree in Organizational Development, Instructional Design, or related field

• Active Secret clearance or higher

This position is contingent on funding and may not be filled immediately. However, this position is representative of positions within CACI that are consistently available. Individuals who apply may also be considered for other positions at CACI.

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. Since this position can be worked in more than one location, the range shown is the national average for the position.

The proposed salary range for this position is:

$68,400-$143,700
