IEM is looking for a Full Time- Hazard Mitigation Specialist II to join our team and support clients in FEMA’s Hazard Mitigation Assistance Programs by handling tasks such as project scoping, application development, grant management, and compliance. Collaborate with SLTTs and eligible private non-profits to identify and implement FEMA mitigation measures as part of disaster recovery efforts in the HMA and PA programs. We are looking for someone who is prepared to work accurately and consistently within tight deadlines in a fast-paced environment. 

Primary Location:

  • Live anywhere in the United States including Puerto Rico
  • Work from a personal office / at home location
  • Preferred candidates will reside in Tallahassee Florida

Travel Requirements:

  • This position may require travel to complete work assignments or attend meetings in Tallahassee FL.

Essential Functions:

  • Applying a broad set of subject matter and technical expertise to develop mitigation strategies and costeffective mitigation actions for state, local, tribal, and territorial (SLTT) partners and eligible private non-profit entities across Hazard Mitigation Assistance (HMA) This includes collaborating with SLTTs and federal agencies to identify opportunities to enhance infrastructure resilience following disasters.
  • Providing solutions through analysis, including reviewing and assessing damaged infrastructure, developing technically feasible and costeffective mitigation measures, and preparing FEMA compliant mitigation proposals.
  • Directing projects or services within the estimated timeframes and budget constraints in accordance with the Customer SOW, including project scoping, compliance reviews, technical research to ensure project eligibility and compliance.
  • Organizing, directing, and managing support services for project documentation, application development and review, and preparation of concise responses to FEMA Requests for Information (RFIs).
  • Serving as a member of a team performing mid-level assignments, providing technical assistance and guidance to municipalities and state agencies implementing mitigation measures during infrastructure repair and recovery projects.
  • Conducting Customer training through formal classroom courses, workshops, and seminars, including training on FEMA mitigation programs, regulatory compliance, eligible activities, and resilience best practices.
  • Ensuring compliance with FEMA regulations and promoting resilient rebuilding strategies that reduce longterm disaster risk.
  • Supporting grant management and ongoing mitigation technical assistance for HMA, and other mitigation programs to ensure highquality deliverables and adherence to federal and state requirements.

Minimum Qualifications:

  • Experience: Three (3) years of substantially continuous experience in FEMA’s HMA programs: the Hazard Mitigation Grant Program (HMGP); Flood Mitigation Assistance Program (FMA); and 203 Programs, formerly the Pre-Disaster Mitigation Program (PDM) and the Building Resilient Infrastructure and Communities (BRIC) program; similar Federal or state mitigation or resilience programs; federally funded disaster recovery programs; or some combination thereof.
  • One (1) year of continuous experience providing direct programmatic and technical assistance, performing program reviews, and project analysis in one of the program areas cited above.
  • Some experience with estimating project timelines and tracking application development, project implementation and the expenditures of funds for any federal Grant/sub-grant.
  • Basic understanding of FEMA’s community lifelines and the principles behind them.
  • Strong reading, comprehension and computer/data entry skills, including training and experience with FEMA Disaster Systems: Grants Portal, eGrants, EMMIE and preferably FEMA GO.FEMA Disaster Systems: Grants Portal, eGrants, EMMIE and preferably FEMA GO.

Preferred Qualifications:

  • Degree: Bachelor’s degree in emergency management, Engineering, Architecture, Environmental Sciences, or related fields.
  • Relevant professional licenses and certifications, such as Certified Floodplain Manager (CFM) or Certified Emergency Manager (CEM).
  • One (1) year of continuous experience working specifically with the FEMA HMGP:
    • Conducting applicant briefings
    • Understanding hazard mitigation plans and strategies, including plan development, update, and review
    • Project scoping to develop mitigation actions and applications; preparing amendments, scope change requests, and the like.
    • Review applications for completeness and develop clear, concise, and technically accurate Requests for Information (RFIs)
  • The ability to explain and perhaps perform Benefit Cost Analyses (BCA)
  • Basic understanding of Economic, Environmental, Social, Health & Public Safety, Transportation, and Emergency Access impacts and how they impact project development.
