Position Title: Financial Analyst III
Location: On-Site at DARPA Headquarters, 675 N Randolph Street, Arlington, VA 22203

Position Overview
The Financial Analyst III supports the DARPA Adaptive Capabilities Office (ACO) Front Office with full lifecycle financial management for office and program budgets, including planning, execution, tracking, and reporting in accordance with DoD and DARPA financial management policies.
Roles and Responsibilities
• Generate and route Military Interdepartmental Purchase Requests (MIPRs) and Purchase Requests (PRs) with required attachments in accordance with the DoD Financial Management Regulation and DARPA Comptroller and ACO policies, supporting the ACO Front Office and up to 14 Program Managers with 95% accuracy on first submission
• Maintain a comprehensive working knowledge of each Program Manager's portfolio, including approved programs, budgetary information for Congressional efforts, new initiatives, seedlings, SBIR/STTR investments, and external performers, to respond accurately to internal and external inquiries
• Produce and deliver office and program budgets based on a Government approved technical basis of estimate, information from contracting agents, performers, and Government transition partners, with 99% accuracy in calculations and data entry
• Deliver monthly financial execution reports that include forecasts, commitments, obligations, and expenditures, with separate reports for each ACO Program Manager and a consolidated office report for ACO leadership, with no more than one revision per submission
• Manage the travel budget for approximately 30 ACO Government personnel by developing and maintaining a travel plan that keeps actual travel expenditures within 3% of the allocated budget annually, with monthly updates available for Government review
• Prepare and submit Research and Development Descriptive Summaries (RDocs) within established yearly timeframes, including consolidating input from each ACO program and drafting justification narratives for ACO leadership approval
• Generate custom ad hoc financial reports in response to ACO requests within established deadlines, applying analysis techniques and web based research to support decision making
• Track technical and financial milestones across the ACO portfolio and identify variances, risks, and recommended corrective actions in coordination with Program Managers and ACO leadership
• Maintain organized financial files and supporting documentation on classified and unclassified systems and ensure critical financial records can be located within 15 minutes
• Communicate professionally with the Government and contractor teammates while clearly identifying as a contractor at all times during meetings, calls, and written correspondence
Required Qualifications
• Minimum of six (6) years of experience in a financial analyst role, including tracking technical and financial milestones
• Demonstrated creativity, foresight, and mature judgment in anticipating and solving problems in financial, administrative, and program management
• Demonstrated knowledge and competence in web based research and analysis using modern computer techniques, systems, and tools
• Working knowledge of the DoD Financial Management Regulation, the Federal Acquisition Regulation, the Joint Travel Regulation, MIPRs, and Purchase Requests
• Experience preparing financial execution reports that include forecasts, commitments, obligations, and expenditures
• Strong written and verbal communication skills and advanced proficiency with Microsoft Excel; proficiency with Outlook, Word, PowerPoint, SharePoint, and Teams
• U.S. citizenship
Required Education
Bachelor's degree from an accredited institution. Degrees in finance, accounting, business, economics, or a related field are welcomed.
Preferred Certifications
• Certified Government Financial Manager (CGFM)
• Certified Defense Financial Manager (CDFM)
• Defense Acquisition University coursework in financial management
• Project Management Professional (PMP)
Required Clearance Level
Active Top Secret (TS) clearance.
