Salary Range: $145,000-$155,000

POSITION SUMMARY:

The Enterprise Program Manager is responsible for managing capture, proposal, and assisting execution[JH1] efforts for the Operations and Maintenance (O&M) Business Line across multiple LAUKOA Portfolio Companies. The successful Program Manager will work with the O&M Strategy and Operations leads for the LAUKOA Portfolio Companies to identify and pursue both strategic and pop-up opportunities lead efforts and work with LAUKOA Strategy and Operations Teams as well as other Business Units to prepare winning proposals/estimates, and work with the Strategy and Operations Teams to develop effective and efficient operational post-award execution strategies to hand off to the respective Operations teams to execute. With an entrepreneurial spirit and vision, the Enterprise Program Manager will assist our organization in maintaining relationships with clients, generating new clients, and meeting business Key Performance Indicator (KPI) objectives. This position can work remotely but will require the ability to travel.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:

  • Ensure that all employees within the Program comply with all safety policies and procedures.
  • Develop and/or assist in developing a comprehensive Annual Strategic Plan for the Program that includes sales, operations[JH2] , finance, and HR goals (if applicable); monitor all goals and measurements throughout the year; take action to adjust as necessary to meet/exceed all goals.
  • Manage the Program Sales Forecast with assistance from Business Development, Proposal, and Project Teams to ensure the correct focus on sales to meet monthly, quarterly, and annual sales goals as established in the Annual Strategic Plan.
  • Manage the Program Indirect Costs to ensure compliance with corporate policies regarding indirect labor and travel and monitor indirect cost goals and actuals throughout the year to ensure the cost structure is aligned with the Gross Revenue, Indirect Costs, and Operating Income plans; take action to adjust as necessary to meet/exceed goals.
  • In compliance with the LAUKOA Authority Matrix, coordinate with LAUKOA Leadership, Business Development, Procurement, and Proposal Teams to prepare proposals, negotiate revisions, and if applicable, manage contract changes with clients, project teams, suppliers and subcontractors.
  • Manage, develop, and maintain client relationships within the Program, including but not limited to sales leads, research, cold calling, qualifying leads, developing leads, and customer service.
  • Develop sales documentation including but not limited to spreadsheets, correspondence, sales proposals, presentations, and internal paperwork for new customer proposals and presentations.
  • Create and implement a sales action plan with objectives and strategies to meet KPI goals, including sales, projected revenue, projected project gross margin, and projected operating income.
  • Seeks/creates opportunities to expand business with current clients; identifies further business needs and develops and presents solutions.
  • Evaluate and qualify Enterprise Contract opportunities based on LAUKOA O&M Portfolio Company strategies, determine whether the opportunity fits within the strategic framework, and prepare/send comprehensive Gate Reviews to the proper audience for review/feedback.
  • Scout the marketplace and competition, build relationships, assess contract risks, and build win strategies to position the respective Portfolio Company for a winning proposal.
  • Attend site visits; research, scout, contact, and build/develop relationships with subcontractors and incumbent personnel to gain relevant information about follow-on contracts, and use this information to help develop winning proposal strategies.
  • Validate client satisfaction and performance of existing projects to gain insight on new opportunities.
  • Develop and submit timely responses to Requests for Information (RFIs) and Sources Sought Notices.
  • Provide effective proposal management and high-quality proposal writing on large, complex, Federal/DoD proposals.
  • Analyze and deconstruct RFP requirements against the proposal outline to ensure compliance and responsiveness.
  • Build the proposal compliance cross-reference to track the fulfillment of all proposal requirements.
  • Coordinate and direct all proposal efforts and proposal team personnel.
  • Write, proofread, and edit proposal sections. Review and quality check own work and/or the work of others to ensure compliance with RFP requirements, proper grammar, and final product quality.
  • Spearhead final proposal production steps (e.g., editing, formatting, QC checks, printing, shipping, confirming delivery).
  • Maintain proposal and marketing databases.
  • Establish and oversee Program objectives, policies, procedures, and performance standards within the boundaries of Corporate policies; ensure all pursuits in the Program are reviewed periodically in compliance with established policies.
  • Manage professional development programs/plans with supervisors in the Program and ensure compliance with HR policies related to personnel goal development, tracking, training, and documentation for all employees (if applicable).
  • Assist Project Teams with staff assignments of project positions utilizing internal or external hiring policies and in coordination with other Programs if/when necessary.
  • Lead, guide, coach, and develops subordinates. Provide constructive feedback to team in order to inspire excellent performance.
  • Facilitate the post-award transition from capture and proposal teams to the responsible Operations team, ensuring that contractual requirements, proposal commitments, pricing assumptions, staffing plans, key risks, client expectations, and execution strategies are clearly documented and communicated.
  • Support operational kickoff activities and remain engaged through the initial mobilization period to promote continuity and a successful handoff.
  • Performs other related duties as assigned by management.

QUALIFICATIONS:

  • At least ten (10) years of related experience.
  • Experience working with or for the federal government highly desired.
  • Federal operations and maintenance and/or experience highly desired.
  • Possess a valid U.S. driver’s license with a clean driving record.
  • Ability to pass a federal government Public Trust investigation required, with the ability to gain a Department of Defense or other federal agency security clearance (up to the Top Secret level) highly desired.
