We are seeking a highly collaborative, technically adept Senior Program Manager to lead a massive portfolio migration from on-premises infrastructure to AWS. This program encompasses 20 distinct applications (19 .Net-based, 1 Java) distributed across 5 cross-functional engineering teams.
Because this program operates horizontally without dedicated Project Managers for individual teams, you will interface directly with Tech Leads, the Principal Architect, and Client Stakeholders. You must possess the technical acumen to understand architectural context, dependencies, and engineering constraints, combined with standard program management excellence to drive execution, manage risks, and ensure seamless delivery.
Key Responsibilities:
Program Governance & Execution:
- End-to-End Delivery: Own the overarching migration roadmap, aligning timelines, milestones, and deliverables across all 5 engineering streams.
- Dependency Management: Proactively identify, track, and resolve cross-team and technical dependencies inherent to migrating 20 interconnected applications.
- Risk Mitigation: Establish a robust risk management framework; anticipate bottlenecks, escalate critical blockers, and orchestrate recovery plans.
- Resource & Capacity Alignment: Monitor velocity across the 5 teams, ensuring balanced workloads and shifting focus based on migration priorities.
- Status & Metrics Reporting: Define, track, and report on key program health metrics (e.g., migration velocity, budget tracking, wave readiness) to leadership and external stakeholders.
Stakeholder & Technical Integration (Role-Specific)
- Direct-to-Tech Collaboration: Drive alignment directly with Team Tech Leads and the Principal Architect without an intermediary project management layer.
- Client Management: Serve as the primary operational point of contact for client stakeholders, managing expectations, communicating changes, and building trust.
- Contextual Decision Making: Leverage technical understanding to evaluate architectural trade-offs, constructively challenge estimates, and triage technical risks alongside engineering leadership.
Required Skills & Qualifications:
- Program Scale: 5+ years of Program Management experience, with a proven track record of successfully managing multi-team, multi-application portfolios.
- Strong Technical Background (Mandatory): Hands-on experience in software engineering / QA / DevOps / architecture, or a related technical role is required.
- Cloud Migration Background: Direct experience leading cloud migration initiatives (preferably large-scale on-prem to AWS migrations).
- Flat Structure Comfort: Proven ability to drive delivery in environments without subordinate project managers, working directly with execution teams.
Technical Acumen
- Technical Context: Strong conceptual understanding of modern software architecture, cloud-native patterns, CI/CD pipelines, and infrastructure-as-code.
- Ecosystem Familiarity: Ability to comfortably speak the language of engineering teams working with .NET framework/.NET Core and Java application stacks.
- AWS Frameworks: Familiarity with AWS migration frameworks (e.g., AWS Migration Acceleration Program (MAP), 7 R's strategy) is a significant plus.
Core Competencies:
- Exceptional Communication: Ability to translate complex technical blockers into business impact for clients, and business goals into actionable contexts for tech leads.
- Influencing Without Authority: Exceptional leadership skills to rally self-organizing technical teams around unified program milestones.

- Reports To: Director of Delivery / VP of Engineering
- Key Partners: Principal Architect, 5 Technical Team Leads, Client Product Owners & Executive Sponsors.
