This role is pivotal in driving execution, removing roadblocks, and ensuring that engineering programs are delivered with speed, precision, and strategic alignment. The ideal candidate brings a bias for action, a passion for operational excellence, and a proven ability to lead high-impact initiatives in a fast-paced, technical environment. Responsible for the leadership of Technical Program Managers, including personnel management. Develop and lead a team that can effectively set standards; provide an overall program management strategy; provide direct technical program management activities and alignment for strategic programs, coordinating among a wide range of cross-functional internal and external resources to ensure that programs are within the scope, within budget and on schedule. Build and maintains organizational knowledge as it relates to the function of managing projects and programs. May direct multiple teams of professionals. Responsible and accountable in the planning, development and delivery of new technical programs. Defines and implements the overall program goals and tasks in terms of scope, quality, budget and schedule. Provides leadership and direction for multiple functional areas. Manages professionals at manager, supervisor and professional levels. Ensures appropriate resources to achieve financial and business objectives. Influences, shapes and integrates strategy for functional area(s).

- Oversees program budgets.
- Partners across technical program management organization to support and drive continuous improvement and organizational optimization.
- Develops cross-functional plans, objectives and strategies.
- Interprets company goals into functional goals and strategies.
- Provides leadership and management to the Technical Program Management team.
- Possesses staffing accountability, including recruitment and retention, leadership and professional development and performance management.
- Provides support for corporate budgeting and budget tracking.
- Acts as a point of contact for senior management stakeholders.
- Mentors the organization.
- Recommends and implements corrective action across organizations, as necessary, to improve program performance.
- Responsible for training, hiring, performance management and development of staff.
