Job Overview

The Director of International Operations, Public Sector (Asia Pacific & Europe) is responsible for crafting and executing Lazarus AI’s growth strategy across government customers in the Asia Pacific and European regions. The role builds and scales high‑performing multicultural teams, oversees complex multi‑country program delivery, and acts as a senior liaison with government stakeholders to ensure compliant, and timely execution of our public‑sector portfolio.

Supervisory Responsibilities

This position manages and scales a geographically dispersed, cross‑functional team of program managers, business development professionals, and operational staff; provides coaching, performance management, and professional development; and establishes structures and processes that enable the team to succeed at scale.

Responsibilities

  • Develop and implement a comprehensive regional strategy aligned with corporate goals and regional government priorities, with an emphasis on sustainable, scalable growth.
  • Lead recruitment, onboarding, and continuous development of culturally diverse, high‑performing teams across Asia Pacific and Europe.
  • Establish and refine organizational structures, processes, and KPIs that support rapid expansion and efficient program delivery in multiple jurisdictions.
  • Conduct market analyses to identify, size, and prioritize strategic growth opportunities; provide thought leadership on policy, funding, and technology trends affecting the public sector.
  • Oversee the full project lifecycle—from capture through execution—ensuring on‑time, on‑budget delivery that meets contractual, regulatory, and security requirements.
  • Manage cross‑functional, multilingual teams, fostering clear communication and collaboration across time zones and cultures.
  • Build and maintain trusted relationships with government clients, partners, and industry bodies; represent Lazarus AI at conferences, forums, and negotiations.
  • Coordinate with Product, Engineering, and Regional Sales to tailor solutions and manage international logistics, import/export compliance, and other operational complexities.

Requirements

  • 10+ years of progressive experience leading international public‑sector or defense programs, with at least 2-5 years covering Asia Pacific and/or Europe.
  • Proven track record of scaling teams and operations across multiple countries, including hiring, performance management, and process optimization.
  • Deep knowledge of government procurement processes, security frameworks, and regulatory environments in key Asia Pacific and European markets.
  • Demonstrated ability to deliver complex, multi‑million‑dollar programs on schedule and within budget using data‑driven KPIs.
  • Excellent cross‑cultural communication, negotiation, and stakeholder‑management skills; willing and able to travel internationally up to 40%.


Nice-to-haves

  • Fluency in one or more Asian or European languages (e.g., Japanese, Korean, German, French).
  • Established network of senior government and industry contacts within defense and public‑sector technology communities.
  • Experience delivering AI/ML, data‑sovereignty, or cloud/edge computing solutions in regulated environments.
  • Active security clearance (or ability to obtain)
  • Familiarity with ITAR/EAR export controls.
