Description

Quantum Sky is searching for an experienced Senior Database Administrator to maintain, optimize, secure, and modernize critical Oracle database instances supporting the Defense Health Agency (DHA) E-Commerce System (ECS) in Aurora, Colorado.

The DHA ECS delivers integrated financial management, acquisition operations, and contract lifecycle support for TRICARE private-sector healthcare delivery across the Military Health System (MHS). Operating within a virtualized Amazon Web Services (AWS) GovCloud East infrastructure via the DHA MedCOI Application Virtualization Hosting Environment (AVHE), this role is available in two specialized tracks:

  • Track 1: Enterprise Data Warehouse (EDW) Track — Specializes in multi-terabyte analytical and reporting databases, complex data warehousing structures (Stage, Archive Stage, and multidimensional reporting marts), and bulk data ingestion pipelines.

  • Track 2: Contract Management (CM) Track — Specializes in transactional database administration supporting DHA procurement and contract administration systems, including COTS Global Unison PRISM, custom ColdFusion applications (MTR, PAT, Extranet), and software change control suites (ECCP/SBM/QC).

Responsibilities:

Track 1: EDW Database Administrator
  • Analytical Database Architecture: Maintain and optimize Oracle database instances across 4 environments (Development, System Test, QA/Pre-Prod, and Production) supporting the 3 distinct EDW layers:

    • Landing & Staging (Stage): High-throughput data ingestion area receiving batch feeds from Oracle Federal Financials (OFF), TRICARE Encounter Data System (TEDS), and pharmacy rebate processors.

    • Archive Stage (Arc Stage): Non-volatile historical archive maintaining longitudinal private sector healthcare data.

    • Reporting Data Marts: Dedicated schemas powering business intelligence platforms (OAS, BI Publisher, SplashBI) across the Financial Reporting Data Mart (FRDM), Operations Reporting Data Mart (ORDM), Pharmacy Reporting Data Mart (PRDM), and Contract Reporting Data Mart (CRDM).

  • Batch Ingestion & ETL Alignment: Partner with Informatica ETL and BMC Control-M administrators to support nightly batch windows (1800–0600 MT), monitoring data loading locks, index health, tablespace growth, and partition management.

  • Contract Modernization Projects:

    • Warehouse Archival Project: Design and execute data archival pipelines to offload cold data while maintaining reporting query performance.

    • All OFF Sets of Books Ingestion: Implement database changes required to integrate multi-set of books financial records into EDW reporting marts.

    • CARS CTDE File Reconciliation: Support database ingestion structures for Central Accounting Reporting System files to enable automated daily cash transaction matching.

Track 2: CM Database Administrator
  • Procurement & Operations Database Administration: Administer Oracle database schemas supporting the DHA ECS Contract Management suite:
    • PRISM Database Tier: Maintain the Oracle backend for Global Unison PRISM COTS software, managing procurement solicitation data, contract award records, and clause logic integrations.
    • MTR / Extranet / PAT Database Tier: Maintain shared and dedicated schemas for custom Adobe ColdFusion applications tracking TRICARE Concept Requirements (ConReq), contractor deliverables, and contractor performance assessments.
    • E-Commerce Change Control Process (ECCP): Administer database instances supporting Solutions Business Manager (SBM) and Quality Center (QC) workflow configurations.
  • Procurement Cycle Integration Support: Support schema adjustments and interface tables enabling the automated "handshake" between PRISM and Oracle Federal Financials (OFF) to validate funds availability and obligations prior to contract modifications.
  • Shared Infrastructure Management: Maintain shared database server configurations for PRISM, MTR, and PAT operating on Linux RHEL platforms, ensuring strict application isolation and performance tuning.

Shared Responsibilities Across Both Tracks:

1. Database Operations, Maintenance & Tuning
  • Perform routine proactive database administration, memory allocation (SGA/PGA), automated maintenance task scheduling, and SQL workload tuning.

  • Generate and analyze AWR, ADDM, and ASH reports to diagnose bottlenecks, lock contention, and query performance degradation.

  • Maintain complete database design documentation, data dictionaries, schema diagrams, and Standard Operating Procedures (SOPs) compliant with CDRL 0010 (Solution Design Documentation).

  • Strictly enforce environment segregation: technical developers are prohibited from direct data access in QA/Pre-Prod and Production; DBAs execute and validate all production schema migrations.

2. Backup, Recovery & Disaster Preparedness
  • Configure, automate, and monitor comprehensive backup jobs using Oracle Recovery Manager (RMAN) and AWS virtual machine snapshots.

  • Plan and execute mandatory monthly backup restore tests to formally validate DCOPS nightly and weekly backup integrity.

  • Maintain database reconstitution procedures under the DHA ECS Continuity of Operations Plan (COOP).

  • Participate in annual DHA ECS COOP / Disaster Recovery exercises, supporting full cutover to alternate AWS environments within 12 hours of declaration.

3. Cybersecurity, STIG Implementation & Audits
  • Apply and validate DISA Database Security Technical Implementation Guides (STIGs) and Control Correlation Identifiers (CCIs) across all database instances.

  • Remediate vulnerabilities identified by Assured Compliance Assessment Solution (ACAS) scans and Information Assurance Vulnerability Alerts (IAVAs).

  • Coordinate with the designated Security DBA and ISSO to close Plan of Action and Milestones (POA&M) findings no later than 10 calendar days before expiration.

  • Enforce DoD Public Key Infrastructure (PKI) authentication, encryption at rest (TDE), and encryption in transit across all database listeners and connections.

  • Provide technical responses and evidence for periodic DHA CRM financial audits, contract management audits, and RMF re-authorizations.

4. Outage Response & High-Availability SLAs
  • Adhere to strict contract restoration service-level agreements:

    • End-of-Month (EOM) & October Surges: During the window 5 days prior to 5 days following EOM, and throughout October, restore production database service disruptions within 4 hours maximum allowable downtime.

    • Standard Operations: Restore production database disruptions within 8 hours; non-production environments within 24 hours.

  • Notify Government representatives within 30 minutes of production disruption identification and within 2 hours for lower environments.

Qualifications

Required:

  • Citizenship: Must be a United States Citizen (mandatory contractual requirement for DHA network authorization and clearance sponsorship).

  • Privileged Access: Must qualify for and maintain an IT Level II Privileged Access designation per DoD 5200.2-R.
  • Cybersecurity Certification: Must possess a valid DoD Manual 8140.03 IAT Level II baseline certification (e.g., CompTIA Security+ ce, CCNA Security, CySA+, GSEC) upon hire or within 3 months of contract employment. Must complete relevant OS/DBMS Operating Environment training.

  • Formal Education: Bachelor’s degree from an accredited university in Computer Science, Information Technology, Engineering, or a related discipline.

    • Experience Substitution Rule: Fifteen (15) years of documented experience in database administration may be substituted in lieu of a bachelor’s degree.

  • Experience Mandates by Track:

    • EDW Track: Minimum of five (5) years of hands-on Oracle Database Administration experience on a Linux/Unix platform supporting an enterprise Data Warehouse application of the size and complexity of DHA ECS EDW.

    • CM Track: Minimum of five (5) years of hands-on Oracle Database Administration experience on a Linux/Unix platform supporting contract management, procurement, or web tracking applications of the size and complexity of PRISM, MTR/PAT, and Extranet.

Required Technical Competencies:
  • Advanced administration of Oracle Enterprise Database (v12c / 19c) on Red Hat Enterprise Linux (RHEL).

  • Expertise in Oracle Recovery Manager (RMAN) scripting, catalog administration, and automated backup/restore verification.

  • In-depth knowledge of database security hardening, DISA STIGs, SCAP tools, and vulnerability mitigation.

  • Advanced performance tuning utilizing Oracle Enterprise Manager (OEM) / Cloud Control, AWR, ASH, ADDM, and SQL execution plan profiling.

  • Strong shell scripting skills (Bash, Korn shell) for database maintenance automation, log rotations, and monitoring.

Desired Track-Specific Competencies:
