ECS is seeking a Cybersecurity Program Manager to work in our Portland, OR office.
ECS is seeking a Cybersecurity Program Manager to lead and oversee enterprise cybersecurity programs within the federal energy sector, ensuring alignment with Information Security Continuous Monitoring (ISCM) and Continuous Diagnostics and Mitigation (CDM) frameworks. This role is responsible for program planning, execution, compliance, and stakeholder engagement, with direct coordination across federal stakeholders and technical teams. This is a hybrid position requiring on-site support 2-3 days per week.
Core Capabilities
- Lead program management of cybersecurity initiatives aligned with ISCM and CDM requirements
- Ensure compliance with federal frameworks including NIST RMF, FISMA, and NIST 800-53
- Provide program oversight on budgets, schedules, resources, and contractual deliverables
- Engage with stakeholders across the federal energy enterprise to drive program success
- Monitor and report on program performance metrics, risks, and mitigation actions
- Facilitate audit readiness, governance, and compliance reporting
- U.S. Citizenship with ability to obtain and maintain a DOE “L” clearance after start
- Strong knowledge of NIST RMF and ISCM
- Proven experience managing federal cybersecurity programs
- Experience with compliance and audit readiness in regulated environments
- Excellent communication and stakeholder engagement skills
- Ability to lead cross-functional teams and manage competing priorities
- 7+ years of program management experience in federal cybersecurity
- 10+ years preferred with progressive responsibility in large-scale programs
- Bachelor’s degree in Cybersecurity, Information Technology, or related field, or equivalent experience
