RECRUITMENT RANGE:  $70,282.00 - $80,000.00

The Office of Indigent Defense Services (IDS) is seeking a Contract Administrator. This position will manage all varieties of IDS contracts, including personal services, legal services, and contracts with local governments.  This position will report to the Fiscal Officer but will work closely with the Parent Defender, Budget Manager and Regional Defenders.

Duties include, but are not limited to, the following:

  • Assist in supervision and evaluation of indigent representation around the State through continuous monitoring of Parent Defense and Social Work contracts, which may be supported with federal funding.
  • Work with State Defenders as needed to monitor attorney performance through data analysis.
  • Work with IDS technological staff, research staff and fiscal staff to coordinate and monitor contract public defenders' disposition reporting, case management, and other issues.
  • Compile and review data required for the monthly invoice to the North Carolina Department of Health and Human Services for recoupment of federal funds used in cases involving children in the foster care system.
  • Work with IDS technological, other staff, and third-party vendor to ensure effective operation of a web-based contract management system.
  • Review and authorize payments to legal service providers using established guidelines and under the supervision of General Counsel and State Defenders.  This includes monitoring payments to contractors, assisting with resolving problems or disputes with contractors, and working with Regional Defenders to monitor attorney performance.
  • Assist IDS General Counsel in the drafting, execution, and organization of contracts between IDS and other governmental entities or service providers.  Monitor contract terms and expirations.

Knowledge, Skills and Abilities / Competencies

Knowledge of:  judicial system, including adult criminal and juvenile delinquency, and methods of providing legal services to indigent defendants and respondentsmanagement and maintenance of a database system to monitor contract performance and to generate reports; and policies related to issuing and evaluating RFPs and individually negotiated contracts in a government setting.
Skills in:  excellent oral, written and interpersonal skills; and Microsoft Excel.
Ability to:  draft contracts; learn new programs and systems; work well with multi-disciplinary team; effectively work with groups of diverse interests; and proven ability to work independently and meet internal and external deadlines.
