Job Description:
- Administer federal, state, and/or local contracts across the full lifecycle, including proposal preparation, negotiation, administration, and closeout
- Collaborate with clients and cross-functional teams (technical, business development, subcontracts, and accounting) to deliver comprehensive contract support
- Ensure compliance with contract terms and regulatory requirements
- Partner with technical and business leads to drive compliant, competitive proposals
- Directly prepare, analyze, and negotiate cost and pricing proposals, including profitability analyses and risk assessments
- Implement and uphold procurement policies, procedures, and best practices
- Support contract closeout activities, ensuring accuracy, completeness, and timely resolution of outstanding items
Qualifications and Skills:
- Bachelor’s degree required
- Minimum of 5 years of contract administration experience supporting federal, state, and/or local governments); experience as a prime contractor in professional services preferred
- Experience with GSA Multiple Award Schedules, U.S. EPA, and/or DoD contracting is a plus (experience with other federal agencies welcome)
- Demonstrated expertise in proposal pricing, contract negotiation, and problem solving
- Strong proficiency in Microsoft Excel, Word, and Adobe
- Solid understanding of Federal Acquisition Regulations (FAR) and contract types (CPFF, T&M, FFP)
- Experience with Deltek Costpoint ERP is a plus
- Excellent communication, organizational, and proactive problem-solving skills
