Role Summary: INTECON is looking for a highly skilled Continuity Analyst to support the Federal Protective Service (FPS) Operations Center by developing, maintaining, and exercising Continuity of Operations Planning (COOP) strategies, plans, and procedures that sustain mission-essential functions during disruptions. This role ensures COOP plans remain current and aligned to FPS mission changes, operational requirements, and evolving threats, and coordinates continuity accountability requirements with the FPS Watch and MegaCenter(s). The Continuity Analyst leads business impact and disaster recovery planning activities, builds continuity scenarios and exercises, and coordinates with stakeholders to operationalize relocation and restoration of critical functions—especially IT systems and infrastructure.
Key Duties & Responsibilities:
- Develop, maintain, and continuously update FPS COOP strategies, plans, and procedures to ensure continuity of mission-essential functions during all-hazards disruptions (natural, aggressor, physical, and cyber-based).
- Ensure COOP plans remain aligned with FPS mission changes, operational requirements, and current threat conditions by conducting periodic reviews and incorporating lessons learned from incidents, exercises, and leadership direction.
- Identify continuity vulnerabilities and assess potential operational impacts to FPS critical functions, producing actionable mitigation strategies and recommended courses of action to strengthen organizational resilience.
- Conduct Business Impact Analyses (BIA) to identify critical functions, dependencies, maximum tolerable downtimes, and recovery priorities; translate findings into continuity and recovery strategies.
- Develop and execute Disaster Recovery Planning focused on restoration of IT systems and infrastructure after network/service interruption, including coordination of recovery sequencing and operational reconstitution requirements.
- Coordinate with FPS Watch and MegaCenter(s) to reconcile continuity-related rosters, personnel status, and accountability reporting requirements to support COOP activation and steady-state readiness.
- Create, script, and facilitate continuity scenarios, tabletop exercises, and functional evaluations to test COOP effectiveness; document results, gaps, and corrective actions with measurable improvement objectives.
- Manage stakeholder engagement across internal FPS elements and external partners to ensure COOP buy-in, clarity of roles/responsibilities, and coordinated execution during activation.
- Collaborate with IT personnel and operational stakeholders to plan for relocation, restoration, and sustainment of critical IT capabilities and operational communications during COOP events and relocations.
- Maintain continuity readiness for COOP deployment by supporting office equipment care, inventories, end-user maintenance, and readiness documentation required for rapid relocation and sustained operations.
- Review and analyze situation reports, resource tracking, and deployment/relocation rosters to inform leadership awareness of continuity posture, readiness gaps, and recovery progress.
- Produce continuity-related briefings, executive-ready summaries, and supporting documentation suitable for senior leader decision-making, ensuring clear articulation of impacts, priorities, and restoration status.
Required Qualifications:
- Education: Bachelor’s or Master’s degree (BA/BS or MA/MS).
- Experience: 5 years of relevant experience in data analysis or related work, with familiarity with continuity of operations planning, disaster recovery scheduling, and risk analysis; performs functional duties independently.
Desired/Preferred Certifications:
- Certified Business Continuity Professional (CBCP) or Associate Business Continuity Professional (ABCP).
- FEMA/NIMS/ICS coursework (e.g., IS-100, IS-200, IS-700, IS-800) or equivalent continuity/exercise training.
- Disaster recovery or continuity exercise design training (e.g., continuity exercise practitioner coursework).
- IT service continuity or recovery training aligned to federal operations (formal coursework or recognized program).
Tools & Technologies:
- Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) for planning documentation, trackers, and executive briefings.
- Collaboration and controlled document repositories (e.g., Microsoft Teams/SharePoint or government-designated platforms) to support version control and distribution of continuity artifacts.
- Continuity planning artifacts and readiness trackers (government-provided formats and tools as directed).
